The talk made here last fall by Chief Forester Henry S. Graves, though, has brought people to reallxo that the service is past the theoretical stage, and Is really trying to work for the people. The time was when a national for est was supposed to be a touch-not handle-not proposition; it was some thing to be fenced In and left alone. If there has been opposition to the forest service idea in this country It has been opposition directed at any policy, actual or supposed, that contemplated leaving a vast amount of valuable public property In idle ness, under which condition, after maturity, it deteriorated rather than Improved in character. The sale of mature timber from the public lands was a step in the direction of practical utility. Now tho Forester proposes a plan by which a national forest may be made accessible to the public and the ex pense of making it accessible shall be borne by the forest itself. It Is too early to say whether the plan for securing advances on future revenue from the sale of timber can be worked out in a pratical way, but It is certain that use may be made of the present congressional appro priation of 20 per cent of the gross receipts from forests for the main tenance of schools and building of roads and of the additional 10 per cent for roads for general public use, The desire of the Chief Forester evidently Is to utilize these means In the manner Indicated to the great est poslble extent, and as quickly as possible, so as to open up the re serves, that the general public may have access to them for the purpose of sightseeing and recratlon. One thing is certain: that such a policy will tend to remove any local antag onism that may exist toward forest reserves by making them contribute directly to the development, attrac tiveness and wealth of tho localities In which they exist Scattered Shots .'. Richards and wife gave the annual pastor's reception to the official board of Grace M. E. church, at their home, 1019 Jefferson street.
