For the past two years there hate
teen several occasions when the ex
ecutive's course has been such as to
put Klamath Falls In any but a desir
able light. And the worst at It Is.
that after he finds conditions other
than as alleged, be makes no effort
to make public the findings.
The most flagrant, and the most re
sented case of all, though, la the man
ner In which the governor spread the
letter of a certain Mrs. Moore through
out the state. Though ho hastened to
give this latter regarding Imaginary
conditions to all of the papers Is Port
land and Salem, we have no word yet
of his making an lsveattgatloB to
prove or disprove the charges, and
prosecute or exonerate the accused.
Mrs. Moore lias been In Klamath
Falls a matter of weeks. She has be
come so noticeable with her many
stories regarding the cities she has
cleaned up, and the treatment ac
corded her here, taking up the time
of business men with her narrations.

ernor West, setting forth some of

This Is not the first time that West
has scted in this way In regard to
Klamath Falls. Though It has been
a couple of years ago, we have not
forgottes the telegrams he sent to
Mayor Nicholas regarding enforcing
the law here, and bis threats of stud
ing In the militia, for West took no
pains to put the true conditions In
their right light,. and our people going
to other Oregon towns still hear of
the "high-handed way In which the
police are riding over the people,
beating them, grafting, etc"
Some of these people, reading the
reports sent out from Salem then,
still believe that gambling and other
vice halls are running wide open
here; that murders are such common
occurrence that the papers pass up
mentioning them as too trivial a mat
ter; that a Colt's automatic Is a neces
sity, not an ornament, with every
person, and that the authorities are
In league with this element and thriv
ing from their gains.
It has been less than a year ago
that the Portland papers were given
the letter from a women's fraternal
order In Fort Klamath, alleging that
the local option law was being violat
ed there. Although these women had
made no complaint to the local or
county authorities. West gave out the
allegations to the papers again before
he even notified the Klamath author
ities. An investigation proved that the
Fort Klamath saloon snd hotel wars
operated strictly In accordance with
law but nothing to that effect ever
went out of Salem to the papers.
That Mrs. Moore'a charges cannot
be proven is known hero beyond s
doubt It stands to reason that ersa
as fsr sway as Salem, they would ap
pear foolish.

upon a wholesome respect for tht
right of all. Gallantry toward the
women is one of this town's most
noteworthy traits, and as It ts will,
men. so It It with women, that only
those, who are seeking trouble. real
or imaginary, will encounter It.
The charges that Mrs. Moors make
could be disproved, even It the ecdios
were shitted to Darkest Africa, for
even In the savage, there is at least
enough chivalry to vigorously defend
any man or wouu subjected to too
treatment Mrs. Moore says aha was
accorded on the streets of Klamath
Falls.
This Is about the ugliest charge
that has beeu made against Klamath
Falls by West, and aa soon as the
governor Investigates and disproves
It, it U hoped that ho will be Just as
Kollcltous in exonerating our town as
he was In spreading the charges be
fore Investigating. It U the duty of
Klamath Falls, through the Chamber
of Commerce, or some other medium.

Some merchants expect spontane
ous results from a small amount of
advertising, and It they are not forth
coming they say advertising doesn't
pay. What would we think ot a farm
er who planted his seed today and
expected hts harvest tomorrow. The
seed must germinate, grow and ma
ture before harvest, and the right
kind of advertising will produce Just
as certain a harvest If planted In well
prepared soil and given a chance to
germinate, grow snd mature.
The future ot advertising is so dif
ferent from the future ot fanning or
any other business. How can a mer
chant expect much from his advertis
ing unless be puts well established
scientific principles Into play la the
preparation of bis advertisements,
snd then gives ths advertising time to
produce results.
The future will call for more sys
tem In advertising, mors Interesting
advertising, and more Instructive ad
vertising. It makes no particular difference
whether a merchant has a monopoly
or competition in his community. He
will advertise it he wants to retain
the confidence and good will of the
people for he thus gets ahead asd
stays ahead of competition.
