WASHINGTON. D. C, April 3.
The light of democratic "pitiless pub
licity" Is waning. Legislators are not
quite as anxious to probe e?crythlng
under the sun from Esperanto to the
"baseball trust" as they were once
upon a time.
Nevertheless the Investigation epi
demic remains sufficiently serious to
give the house rules committee seri
ous food for thought. This mental
process has led then to the conclu
sion that If this searchlight business
method continues, congress must re
solve Itself Into nothing more than a
vast inquisitorial body. Hence, the
edict has gone forth from the bouse
rules committee that hereafter the lid
Is on tight as far as Investigations are
concerned. In order to make good
this edict the committee has pigeon
holed no less than forty-three Investi
gation resolutions. Some of them have
had action, such as the. Calumet and
Colorado strike probes under the
forceful effect ot a house caucus. Then
there has been a probe of Mulhall
charges against the National Associa
tion of Manufacturers and others.
IJut the majority of the forty-three
resolutions Introduced In this con
gress have had no committee action,

mation from the committor
And the rules committee Is a'vastly
powerful body; their edict will go,
unless a group of democrats, dis
gruntled by sue coarse, force con
gress Into action by the caucus roiw
Every time some big question Is be
fore the public a flock or Investiga
tion resolutions pour In upon the
rules committee, n
The forty-three resolutions above
mentioned represent only separate
subjects, but tb-j pigeonhole In the
rules committee room hid scores of
duplicates.
Sometimes the Investigation reso
lution Is for the purpose of creating
political capital. The congressman
sees In a popular subject the chance
to make himself sqlld with the folks
back home, and in goes a resolution.
Anything ot course thst affects the
price of living Is a live wire subject
for the enterprising congressman, and
even If beefsteak or bread remains
Just as highor goes higher Mr.
Congressman gets credit back In his
district for tooling out for the plain
folks. And they're, the people who
cast the votes.
Probably, however, tho majority ot
such resolutions do not arise solely
from the desire to get vote. Most of
tho Investigations proposed have be
hind them a vital public Interest, or a
condition In which publicity menus
correction.
Tho house rule committee, how
ever, now lakes th position that tho
majority of the petitions ewer sub
ject which can readily bo dealt with
other barnrlie of tho government
' For Instance, there are now m
'pending, resolutions to Investigate tho
llock Island railroad, tho Tore Mar
quette railroad, the Chicago, tiultith
and Minneapolis wheat markets All
of these matters could readily come
under tho purview of emitting soveru
mental bodiesthe former under tho
Interstate Commerce Commission, the
tatter under tho department of Justice
and tho bureau of corporations
The flood of resolutions, however.
Is dwindling. When the democrat
first came Into power, they wanted ev
erything Investigated. Appropria
tion galore, eipendltures without
end. Ah. they were matin by repub
licans, and were they not proper mat
iter for democratic 'pitiless puhllc-Mt"
Then after the first rnthuslasm.the
democrats forgot that tho republicans
ever existed. Subsequent Investiga
tions would cover such subjects as
dissolution of Mh American Tobacco
company, the American Woolen com-
pany. tho forest service, tho use of
Esperanto as an auxiliary languag,
and so on. ad Infinitum.
