Tha Llvermore brothers, who were
operating the Llvermore hotel In this I properly made, and Mr. Wheeler did

about 11,100 were paid, an effort to
secure the transfer of the Llvermore
license to Wheeler by the city council
would bo defeated. In other words,
the threat was made that unless Mr.(
Wheeler paid over about 11,600 tha
tha city council, defeat Wheeler laj

carrying on the business he had just

Wheeler was' not able to pay the
oaey at that time, but a day or two
later another conference was held and
Wheeler paid SI 60 In cash and gave
two notes for enough to make up the
total around $800, about half what

money and the notes were placed in
an envelope and given to Mr. Ooeller,
with Instructions that If the license
transfer was made, tha money aad
notes were to be retained, but if it
was not made, the envelope and con
tents were to be returned to Mr.
