clala of the Klamath project of the
reclamation service. In the canal
work which la being carried on un
der the supervision of Project Engi
neer W. W. Patch, the lack of men
has been somewhat of a handicap,
and tho forces ara smaller than the
government likes to work wlU. Aa
a result the project Is advertising for
men, and ets forth that good wages
and kooU camps ara furnished by

Owens Opposed License

Hen 8. Owena, suspecting that all
waa not right, voted In the negative
on the motion made by Councilman
Savldge tbat the license ba transfer-
rod. Mr. Owens, a well known real
eatato dealer, waa a bold-over mem
ber of the council, and his suspicions
were aroused at a meeting of the out
going council when the Llvermore
license matter came before that body.
"I autpected there waa something
I crooked," said Mr. Owena to Tbe
Herald this morning, "and I voted
against the motion."
Tbe record of the council meeting
doea not ahow that there waa a neg
ative vote. It only aets forth tbat
a motion for tbe license transfer waa
made by Councilman Savldge and was
carried, but Individuals who were
present on the night of the meeting
corroborate Mr. Owens' sUtement.
There has been considerable pec
ulation on tbe streets aa to Ue pur
pose of the grand Jury In calling sev
eral witnesses who have not hereto
fore been mentioned In 'connection
with Ue graft charges. This waa ex
plained this morning, however, when
n story gained circulation on the
streets to the effect that all of tbe
note given In connection wltb the
aldermanlc extortion had been paid.
Tbe Herald atated some time ago
that one of the two' notea given to
tbe aldermen In exchange for their
favorable votes bad been paid, and
when collection was demanded on the
other the public waa Informed of Ue
demand. It baa developed that sec
ond note was paid by I. P. Taber.
now proprietor of tbe Llvermore bar,
but In. no way connected with the
graft charges.
It appaara Uat Mr. Taber, when he
bought Ue bar, aatumed, the two
notea wlUout knowing why they hnd
been given. When they became due
Mr. Taber paid them. Ha haa been n
witness before Ue grand Jury, and it
Is supposed that ha waa called to tes
tify concerning Usee notes.
