ing of tbe council Ibe original bid
will be taken up and the contract
awarded to Tbe Herald, In accordance
with tba provision of th charUr.
In their desire to ruth through the
highest bid the majority member of
Ibe council overlooked two Important
provisions In the charter. Instead
or settling Ihe matter by resolution
or ordinance a tba law requires,
Councilman Savldge simply moved
that the Northwestern be awarded the
contract. This I Ihe way tba action
of the council now appear on the
minute of the meeting. There la u
wide legal difference between a reso
lution or ordinance and a motion.

placed In the Jail. The medical bunco

where he waa safely kept, but Thor

of the detained men, nnd during the
night the young man. with four oth
ore, made a hole over one of th east
window of the Jail and climbed out.
