a new charter If anything la to be
done toward tho Improvement of tho
city during tho coming summer.
Tho next question Is whether It Is
better to ndopt tlio Hnndcrson-Mnn-iilng
chnrtor (as It has been called),
or tlm Commission Charter. The
writer believes In and wilt work for a
(r.iiiniUsloii form of government foe
our city, and regrets hla Inability to
wile lor tho Commission Charter for
tlm reason that thero Is considerable
doubt ns to whether, If It should bo
idopted, It would bo n legnl charter.

tion to tho extension of tho mayor's
term to two years Is not well found
ed, for few cities of any site elect
mayors for less than two.ycars.
Tho writer Is In favor of bringing
the government ss closo to tho people
ns possible and Js willing to work to
that end every "time an opportunity
preenta Itself, but It seems that the
only way out of the woods at this
time Is to adopt the now chartered
then draft a Commission Charter In
legal form and submit ssme to the
voters In tho shortest posslblo time.
It la not n question of Sanderson or
.Manning. Tho voters can ndopt the
charter, and then elect somo other
person mayor If they so desire.
It has been said that "Experience la
a dear school," but most or ua win
learn In no other. A couple of years
nr;u the people of Klamath Falls voted
bunds to build a school house across
the river. A little later on. when
they we're compelled to send their
little, ones thero, It came home to
them very forcibly. If the charter Is
defeated, It may be that history will
repeat Itself during tho coming sum-4
nor, especially It the city's credit la
bad, aewcr work la at a standstill and
there la need of pure water. A vote
for tho chnrtcr Is a vote for progress.

ter, the fag ends of coarst meat, the
oulsldo Teavcs of green vegetables and
nn occasional pennyworth of fish and
potatoes. Approximately one-third
of tho children In this neighborhood
nro suportcd by femalo labor, owing
to Inability of tho men to get work.
Tho girls nro required to work far
boyond their strength at domestic
drugery, whllo tho boys bsng around
public houses and tho gas works,
picking up scraps of food or coppers
from the workmen. It la not uncom
mon to find girls of 10 doing a hard
day's work outside school hours."
