The commission "has ascertained
that the average cost of documents
distributed by senators during the
fast fire years has been about f 3,400
a year.
In studying the question whether
the government I now printing too
largo edition of Its publication, the
commission found that the depart
ments and Independent offices of the
government returned to the super
intendent of documents In the five
years. 1905-09, Inclusive, a total of
S, 620,596 documents which they
could not distribute, and In addition
now have on hand vast accumula
tions of other publication that soon
er or later will have to be sent to tho
superintendent of document and
thence to the watto paper pile. The
joint committee on printing was
called upon thla year to authorize
the sale of w'aste paper of more than
900,000 uselesa or obsolete docu
ment that had been ualaaded on the
superintendent of documents by other
branches of the government.
Another cause of tha access la gov
ernment publications la la their dupli
cate distribution of libraries by the
superintendent of document, the
departments and by membera of con
gress. The commlaaloa ha made a
compilation of tha report of the aa
perlntendent of documents showing
that In the last Ifteea years he haa
distributed a total of 7,0MI gov
ernment publication to libraries
throughout the couatry, of which
6. 58!, 909 went to designated de
pository libraries. la tha same If
teea year the anperlateadent of doc
umeata haa had returned from these
libraries a total of l.lTf.lOt docu
ments or an average of mora thaa
100,000 a year. Thla retura of doc
ument discarded by tha libraries la
rapidly Increasing, as the reports
show that In tho last three year the '
superintendent of document haa re
ceived 754,367 documents on which
tho government has had to pay dou
ble postage In addition to the enor
mous expense of printing aad then
dispose of them a waste paper.
Tlio commission ascertained that
the departments have alas separate
engraving aad lithographing plaata
in operation, not Including tha bu
reau of engraving and Dilating of the
treasury doportmct. Those nlno
plant "were aperatcd at a cost of
1148,171 last year, In addition to
thla the total award to outside es
tablishments for engraving and litho
graphing for the government amount
ed to S17,64, making a total of
1665,936 expended by. the govern
ment for engraving and lithograph
ing last year, not Including the work
of the bureau of engraving and print
ing which I confined to printing cur
rency, bank note, stamps and the
like. The commission (s now Investi
