The next question to command the attention of tho Council, was the dla posal of the sewage, and It was sur prising to find that the sentiment was In faur of dumping It Into the lake. Councilman Hanks was the only member voting "no" on tho prop oalllon, thus placing himself on rec ord ai favoring the septic tank ss tern. The principal reason for the 1ecllon waa ono of experuMvtlio be lief being evident that It would be a much cheaper way lo damp directly Into the lako than to erect and use .(.title tanks. Knglneer umwalt was emphatic In his declaration that the only method that should . consid er J was septic tanks.'but his opinion was swept aside and tho other plan ldopted. I'ouiicll Hhimrd I'mhse Haste The Council showed undue haste In Ha adoption of the lako plan, for the reason thvro was not a member who knew what the dlSercnro In the cost would be. Engineer Zumwalt had nut prepared figures on tho lake out fall, for tho reason ho did not bellevo that tho Council would adopt thla method. Mayor Sanderaon expressed1 hlmielf as believing tho Council was making a mlatako, and ono that would hae to bo rectified within a year. IHrTcreuct' In Coat Small If tho Council will heed the senti ment of the community at Urge It Is certain that It will reconsider this method of disposal. The additional cost for the septic tanks will not ex ceed f 2,000. For so small sum It I a gravo mlatako to tako tho chances attendant on using the lake as a receptacle for tho raw sewage, for It Is cortaln that If an Injunction la not secured before the work Is completed It will be granted very shortly aftcrwarda. Engineer Zumwalt was Instructed to prepare specifications and adver tlsomonta for blda for the entire sys tem, with tho exception of a portion of tho north end of the city and the pumping plant; the specllcaUona to contain tho proviso that the city reserved tho right to construct all or only a portion of the system. This provision is incorporated for the pur poso of enabling the city to remain within Ita financial limits. Zumwall'a Estimate ait.OOO Mr. Zumwalt estimated that the system could be built at a cost of about 44,000. Many member of tho Council believed that thla was too low, and It was tacitly agreed that only tho main sower from the Hot Sprlugs addition to Payne alley would bo built to start with, and such additional mains laid aa could be paid for out of the remaining fund. If the bid received are low enough to permit of the building of the en tire system, then the contract will be ao let; It not, then only so much will bo constructed aa thero are fund to meet the expense. An adjournment was taken until Monday night, at which time the ad vertisement for bids will be consid ered and ordorod published. Mrs. W. Tho Chamber of Commerco should tako hold of tho matter and see It something cannot bo done In the way of offering such enterprises power at a prlro that will lie a sufficient In ducement for them to come. The prlro could bo graduated for the flrst Ave years, or a rthato given at the expiration of that period. If somo such an arrangement could be en tered Into, tho growth of this city would be rapid, and tho merchants would be given somo Incentive to work for bigger things. To He Completed In Augut Tho box factory that Is In course of erection on Upper Klamath Lake, adjolnlns the mill of tho Long iJikc Lumber company, will bo completed early In August nnd be In operation about tbc 10th of that month. The factor) Is being erectod by tho Great Northern Ilox company, and will be In charge of Superintendent Charle McGowan. It will have a dally ca parity of about 10,000 feet, and will furnlih employment for about thirty ftvu men. Marks Ileal lb-ginning The starting of this plant will mark the real beginning of the de velopment of the lumber Industry of this county, for It Is a well-known fact that Klamath is In possession of more box pine than all the rest of the Coast combined. It Is only a matter of tlmo before many other plant will be in operation In this city, furnishing employment to hun dreds of men and creating a wy roll for the city of thousands of dol lars per month. Secretary Oalllnger has been open ing to settlement land which had been withdrawn by advice of Chief Forester Plnchot, and some of thete lands Include water source and pow er sites, which Pinchot's friends say will now be gobbled up by the trust which has secured pretty much all tho water available for power In Ore gon, Washington and California. Indian Oilier Agreement OS Tho latest phase of this fight Is the termination by Balllnger of a co-op-iratlve arrangement heretofore ex isting between the forest service and the Indian office In tho protection of forests on Indian reservations and In the sate of limber and the super vision of logging. Balllnger make the claim that such co-operation Is la contravention of law and of well-settled principles. Plnebot declines to comment on this action, but he Is known to be greatly disgusted, and has sent to the Secretary of Agriculture a statement of tbe work done under the co-opera' tire agreement, which apparently Is Intended to be In Justification of It. The Senate Irrigation committee Is In the midst of an Investigation of the reclamation service which may bring out valuable Information. Outcome Much In Doubt In Washington thero Is consider able speculation whether this light wilt result in tho resignation of Bal llnger or whether tho Seattle man will prove stronger than Plnchot and Newell combined. In circles favor able to the last administration the cry Is raised that Balllnger Is fighting to overthrow the Roosevelt policies, but Balllnger' friend assert he I only trying to get tho department back on a substantial legal basis.
