passed by Congress providing that no
new forestry reservations should be
created, and no eilstlng reservations
should bo enlarged In Oregon, Wash
ington, Idaho, Wyoming, Colorado

tions had been created and enlarged
by presidential proclamation. Mr.
I'lnehot then found In Mr. Garfield,
tho Becretary of the Interior, a
friend. Mr. Plnehot persuaded Mr.
tlarfleld to withdraw aa administra
tive sites In different localities from
50 to 200 or 300 acres near forestry
reservations.
Upon the change of administration,
when Mr. Ilalllngcr succeeded Mr
tlarfleld, a new practice was prompt
ly Inaugurated. Mr. Ilalllngcr de
rided that to withdraw the so-called
administrative sites was a violation
of tho law, and the result Is that the
lontroversy has been referred to the
Attorney-Oeneral for solution
Secretary Oalllnger has other
grievance against Mr. I'lnehot. Not
inly Is ho of the opinion that Mr.
I'lnrhot has been guilty of nullify
ing the will of Congress, but he feels
ii personal Interest In a controversy
which Mr, I'lnehot has raised and lias
carried to the President. ,
