To what osteal can a subordinate of onn department of the federal gov ernment direct the head of another department, and to what degree will the I'realdant permit audi Interfer euro tu ettond without disciplining the subordinate or making a change In his cabinet? An Interesting controversy Is pwnd. I nc between Secretary of tho Interior 1 llalllnger and Ulfford Plnehot, chief of the forestry service of tho Depnrt- J ment of Agriculture, ! Mr. I'lnehot la being criticised and I condemned with a degron of freedom uies asys mai marss a uiminuuon of hla Influence, If not the actual bo- Klnnliig of a movement to drlro him from public terrier. CoagrrM Moras I'lnrhot. Montbi ago a resolution was passed by Congress providing that no new forestry reservations should be created, and no eilstlng reservations should bo enlarged In Oregon, Wash ington, Idaho, Wyoming, Colorado and Montana, cicept by art of Con- Kress. Up to that time the reserva tions had been created and enlarged by presidential proclamation. Mr. I'lnehot then found In Mr. Garfield, tho Becretary of the Interior, a friend. Mr. Plnehot persuaded Mr. tlarfleld to withdraw aa administra tive sites In different localities from 50 to 200 or 300 acres near forestry reservations. Upon the change of administration, when Mr. Ilalllngcr succeeded Mr tlarfleld, a new practice was prompt ly Inaugurated. Mr. Ilalllngcr de rided that to withdraw the so-called administrative sites was a violation of tho law, and the result Is that the lontroversy has been referred to the Attorney-Oeneral for solution Secretary Oalllnger has other grievance against Mr. I'lnehot. Not inly Is ho of the opinion that Mr. I'lnrhot has been guilty of nullify ing the will of Congress, but he feels ii personal Interest In a controversy which Mr, I'lnehot has raised and lias carried to the President. , llarhot Carries IV Irs. I.ast February Mr. OsrfWId. acting upon the recommendation of Mr. Pin bot, withdrew from settlement many acres of land located along streams. Tho withdrawal was based upon a pollc) to hold In control of the gov trntnent all water sites located upon public Innds. The wltlTaraaal of these lands raised a loud protest throughout the West, and Mr. Hal linger, promptly upon taking the of fice of Secretary of the Interior, re scinded the order of his predeces sor and restored to entry the lands that had been withdrawn. Subse quently Mr. Italllnger ordered that restricted areas surrounding water liower sites should be withdrawn from settlement. Mr. Plnehot went to President Taft WANT AD.
