With tho positive announcement that ho will be a candidate for Sec retary of Stato and not (or Governor, Prank Ilenaon, at present Governor and Secretary of State, has changed the political aspect. It has been gen erally known among Governor Den son's friends for the past six months that he preforred continuing as Sec retary of 8tate rather than running for Governor In 1910, but not until last Thursday, when ho was passing through Portland on his way to Cal ifornia, did the Governor commit himself definitely and glvo a formal announcement of his plans for the fu ture. Men who have been aspiring for Secretary of Stato havo been hoping that Rcnson would strike out for Gov ernor, and tho aspirants for Governor havo wanted Ronton to run the sec ond time for Secretary of State. Now that Renson has declared himself the candidates for these two offices will have to change their plans to fit tho new conditions, and a new line-up will bo under way In a few weeks. Tho men most disappointed at the decision of Renson are thou who waut to be Secretary themselves, and had been laboring under the Impres sion that the Governor would prefer being heat! of the Stat. In his announcement. Governor Renson says ho wants to show a good record as Secretary of State and bo re-elected to the position on the rec ord. He became Governor through Ihe election of Governor George E. Chamberlain to the United States Senate, and had personal ambition to be tho Chief Executive of Oregon. Dcnson's wishes will ba deferred to by many Republicans, although It will be a disappointment to others. Whether tho men who havo been grooming themselves for Secretary of State will step atldo for Dcnson, or whether they will mako a race for tho nomination. It Is too early to say, for somo of the aspirants have not made up their minds. L. J. Many great reforms havo been started from Insignificant evonts, and history may repeat Itself In this city. Tho cause for tho reform Is the mat. tcr of sprinkling Main street. Tho business men havo beconio weary of the monthly tax that has been levied on them to pay for this convenience. Since the 19th of tho month no sprinkling has been done for tho rea son that the amount contributed has not been sufficient to pay tho expense Incurred. Another subscription has been started, but It Is likely to meet Ith failure, notwithstanding tbo urgent necessity that something bo dono to relieve the dusty conditions provaltlng. Many of tho business men havo ap- pealed to the Mayor and members of the Council for an ordinance assess ing the cost against tho property along the street, but an examination of the city charter developed the fact that there Is no provtslon for such a tax, and this omission Is as effective as If thero had been a clause prohib iting such an assessment. This has brought up the matter of the urgent necessity of a new charter, and one that will provide for tbo enactment of such laws as will place this city In a position where It will no longer bo bound up In the swaddling clothes of an antiquated charter. Ever since the city provided tho sprinkler the business men have fur nished the funds to keep It going. None was contributed by vacant property and some of the dealers re fused to Join In tho work. This has Imposed an unequal burden on those who have met tho expense, and so unfair has It become that many aro now- refusing to continue paying the cost. It Is to overcome this and open theway for the passage of an ordi nance providing for the paying of tho cost by the abutting property that the question of getting a new char ter bas been started. It should not be dropped until the desired remedy has been secured.
