8,000,000 sacks of coffee on hand,

caro of tho present enormous accum
ulations Is soon to be offered for pub

ation scheme" had Its origin six years
ago, when an enormous Brazilian
coffee crop sent prices down violently
to 3Vi cents a pound in tho New York
market, actually below tho cost of
production. Sao I'aulo Immediately
Imposed a prohibitive tax to prevent
tho planting of new trees, but this
had no effect on crops, as thu treo
docs not begin to produce marketable
berries for five ears, and does not
reach full maturity until It is ten
year old. Bumper crops followed
ono another, and In 1905 tho state
was genuinoly alarmed when tho har
vest returned 20,000,000 bags, a
surplus over tho entlro world's re
quirements of something like 3,000,-
000 bags. Then tho scheme was plan
nod. Three states of Brazil, Sao I'au
lo, Rio and Mlnas, set out to rcstoro
the. price of coffeo to Its old profitable
level. Besides Imposing a largo sur
tax on exports, the states began buy
ing, with borrowed money, all unex-
