doubt that the question of extending
the city limits must be submitted to
the voter of the prnt city nd to
the territory proposed to be annexed,
and that a separate role must be
taken. Any attempt by the voter of
tho city to force additional territory
Into tho corporate limits, without
giving the tax payers of the new ter
ritory an opportunity to express their
preference In the matter would bo
un-American, unreasonable and un
just, and wo do not bellete that such
a proposition Is sound In law or In
equity, and could not be sustained
by any court.
Almost Immediately upon the
broaching ot the question by the city
council, the citlxen and tax payer
of the territory proposed tor annexa
tion, expressed themselves almost un
animously aicainst annexation, and
notified the council that they would
vote against such a proposition. That
being the case, what possible advan
tage could be gained by nn election?
The city treasury Is empty, and the
city 1 heavily In debt. An election
would cost money and apparently In
this case, would be a useless expendi
ture, a the result Is already known.
Why, therefore, go to the trouble and
expense and excitement Incident to
au election? No ono can deny that
the financial condition of tho city Is
unfortunate, but that la hardly a rea
son for attempting to force addition
al, and much of It unluiprott-d, ter
ritory into the city for tho purpose
of borrowing to pay the city's debt
and make Improvement. Why should
the property owner In the territory
adlolnlng the city bo asked lo have
their pioperty bonded for the pur
I wise ot paying the old city's debt?
What is offered or to be ottered In
exchange for this Incumbrance upon
their property? No citizen of Klam
ath Fall would think of asking his
neighbor to help him pay hi debt
or allow him to mortgage their prop
erty to raise money for hi benefit.
No more can the city of Klamath
Falls, In justice, ask the outlying
territory to assume part of Its Indebtedness.
