To what extent h< will enforce ordinances on «»titers that he himself has violated is a matter that is interesting the < iti/.eiis of Jacksonville. One of the objections to Mr Kenney, as marshal has 1»een tint li< was to.» mex«»r- able and rigid in inforcing the town or dinances, taking no ex« uses from offen.*- ers and allowing no « xtenuating circum stances to influence him A stranger violating sonic minor regulation was he!«l to as strict an account as an habitual ofliender. A miner eelebr«ting his good Im k. or a rancher blow ,ng in his pr«»s- |>eritv was just as likely to lx: thrown in to the c«x»ler as any other drunk. The marshal grossly violated «me of the prill cipal ordiances of the town and made no excuse nor anpology for none w as asked of him by the council. Now that the town has been unduly lenient with the marshal it is to lie seen how lenient he will be with other offenders, for to be cousistent ami fair all should be excused. Councilman T. J. K« nnev in his at tempt to extricate Marshal W. J. Kenney from a serious predicament has shown he is both a bungling |x»lltician ami a moral coward. Had he Ix-eti a shrew«! manager lie would have had the council meet and take some action on the mar shal’s case. Had the council exonerated the marshal the public would have had to give them the credit of the courage of their convictions ami that would have left the councilmen in a far more credit able position in public opinion than thev now are for their action is both an insult to the mayor and the citizens of Jack sonville as well as a disgrace to them selves and the town. Had councilman Kenney been a man of moral courage he would have put on a brave front and made the best of the situation come what may. That would show that he had at least one good «pialification of a leader and his influence in the community woulil not have been so disastrously ruined as it now is. Americans admire a man who can face manfully a trying sit uation. but they have only contempt for a man who is a coward. It is little wonder that many of the streets of Jacksonville look like the back yard of a tenement house when a iiumlier of business m< n have the sweepings from their stores and offices as well as all manner of rubbish thrown into the street, ami housekeepers throw buckets of chicken feathers, old shoes, cans, box es, old mattresses, broken lamps and dishes ami other unsightly trash ranging from a dead cut to a wornout hat. Then to add to this aggregation of all that is unsightly are numerous thrownout fence : posts, broken boards tipped over tree | guards, broken plows, wrecked wagons, etc., ete.
