Clyde for his appoint ment of Mr. V ader Adam s to a posi tion on the street cleaning departm ent for the City of Portland. Mr Adams is a Colored man and was the highest in standing o f those certified to Commissioner Clyde by the Civil S e r vice Board, his rating being 9« per cent Mr. Adams had been on the eligible list since November, 1927. We understand he had been ignored in all form er vacancy positions, there always being three certified up to the City by the Board and any of the three could be selected, so that where the two lower men certified were not Colored. Mr. Adams had been disregarded and one of the other tw o chosen. M r Adams was a veteran of the great war and is a m ember of the American Legion.
