The Myers Senate resolutioa, which threatened a congressional investiga tion, the complaint and investigation began on Aug. 31, 1921, by the Fed eral Trade Commisaion, the Appleby bill in Congress for Federal Regula tion of motion pictures and the New York State Motion Picture Law which went into effect Aug. 1, 1921, and the censorship laws introduced in many states, prompted the hiring of Mr. Hays, whom we all know to be an experienced politician, having been chairman of the National Republican committee. Mr. Hays has broken his promise. He assured us as stated before, that he recognized the destructive moral effect of pictures that stressed sug gestive and the vulgar, and “to develop to the hif^iest possible degree the moral and educational value of the in dustry. This has not been done. The evidence I have to offer is the out pouring of objectionable films from the producers whom Mr. Hays represent ed, which continued unabated. Again a promise was broken, when in 1924 February 2fi, and on Jane 19. the mo tion picture producers and distribu tors of America of which Mr Haya is pjresident, adopted resolutions that they would not produce, distribute or rxhibft fir promote the production, distribution or exhibition'of films bas 'd on objectionable books or plays. This promise has not been lived up to. Books banned by public libraries were used in producing films by the produc ers who employed Mr. Hays. The mo tion picture producers and diatrivu- tors of America, announced through their president, Mr Hays, that they would refrain from anti-prohibition propoganda This promise was nude in February, 1925. and has not been kept Next week will also deal with the part Mr. Hays is pDying and after that the article will treat of the con dition of things as relating to our own state and city of Portland.
