IRRIGATION WILL ATTRACT FAHMERS Director Newell of the Reclamation Service writes in the Klamath North western: The cry goes up from Oregon, as well as from other parts of the West, for more farmers. With her wonderful agricultural opportunities we most have more rel farmers, men who can utilize these opportunities in the production of good crops. Why is it tbst with these opportunities immigration has dropped off and nearly ceased? This is the question that the railroad men are asking, and in conference held in Chi cago, in Salt Lake City, and elsewhere, the subject has besn debated. To answer the question we muat first ask what ha trought the influx of farmers during the cast ten years. Ask any successful farmer and he will reply "cheap land!" This is what Is attracting experienced farmers from the East and Middle West, land draw ing them in large numbers to the South and to Canada. Why do tbey not con tinue to come to Oregon aa tbey did a few years ago? The answer is ob vious : Because there is little chesp land left. The home-seeker' who bas made an excursion into the far West brings back the same 'story. He can not And land at a price where it ap pears to him that be can make a profit by his venture. No well-Informed man is willing to agree' to pay for land unless he sees an opportunity of bettering his condition. The real f srmer appreciates that there re risks in pioneering and in going in to a country with(which he is familiar. These risks are real, as shown b'y the experience of the men on the ground. and to compensate for these risks he J must see a correspondingly large , pro fit. How than are we to attract more farmers? The cry has been "Develop more land. ; get ready for tbe influx from the East, and put larger and larger areas under irrigation." This has gone to the extent where there are now mil lions of acres of land in the arid West for which water has been provided at the expense of tens of millions of dol lars. These lands are still untouched and are being held for increase in val ue. Go to any irrigated region and the home-seeker is struck by the fsct that tbe cultivated lands are often mere spots on the vast horizon of sage brush. Take it in Oregon, for example, on the Umatilla project. The Govern ment at large expense has provided for over 10,000 acres, but in 1912 after several years of development, less than 6,000 acres are in crop scattered over the area.
