Bird lovers throughout these United
States, who have for the past two
months, been making a determined
effort to prohibit the use of wild bird
plumage for millinery purposes, have
just met a decisive defeat in the
Finance Committee of the United
States Senate.
At the beginning of the present ses
sion of Congress, an amendment was
added to the Tariff Bill preventing the
importation of featners, quills, heads,
wings, tails, skins, or parts of skin,
of wild birds, either raw or manufac
tured, which were not used either for
scientific or educational purposes.
This provision did not apply to the
feather or plumes ot ostriches or to
the feathers of domestic fowls of any
kind.
This amendment passed the House
ot Representatives and would pass the
Senate had the wholesale milliners not
brought enougn influence to change
the Serate Committee on Finance.
The passage of this amendment would
be the greatest step in wild bird pro
tection than has ever been taken.

Oregon Man Encourages
The Upbuilding of
Herds.
That cattle will soon be almost ex
tinct in eastern Oregon unless some
thing is done to stimulate the business
of raising them is the statement ot
M. R. Yates, who is touring the inter
ior in the interests of the Cattle
Growers association. The remedy be
suggests is some arrangement of a
credit system by the banks that will
encourage the upbuilding of herds,
says the Portland Journal.
As an evidence of bis statement he
cites statistics from the records of the
forest reserve, which show that where
two years ago permits were taken out
for the grazing of 12,000 cattre on
one range, the permits this yesr are
for only 700. "The channel between
the increasing population and the de
creasing number of cattle is widening
each year," he ssys, "and at the same
ratio we will live to see the day when
we will only see cattle in parks or
zoological gardens, a we now do buff

great accommodation instead of a
menace to the American grower. My
association with the cattle growers
places me in a position to ascertain
the facts. I also meet with buyers
from other states and find the same
conditions exist in Montana, Idaho

which leads the waters to the top of
a bank which is the highest point on
their land. For the present they will
water their lawn, a small garden, an
acre of cow peas and ao acre of tur
nips and sugar beets.

According to the federal migratory
bird law, the season ftr shooting duks
and geese in Oregon will close Decem
ber 15th, which is two months earlier
'han the provisions of the state game
law. The federal law provides fur the
season to begin September 1st, but
this will not apply in Eastern Oregon,
where the season opens September
15ih, aa the state law will govern In
this case. Across the line in Califor
nia the season will not close until Jan
uary 16th.
The new federal law, which becomes
effective on October 1st. divides its
operative territory into two sections
a northern and a southern tone com
prising the states above and below a
line stretched approximately from
Deleware'a northern boundary to the
northern boundary of California. In
the northern tone the open season on
all water fowl is from September 1st
to December 15th : that of the southern
zone, October 1st to January 15th.
There are some exceptions to this
which In general follow the state's laws
sa they are now. Migratory birds
oan not be killed between sunset and
sunrise.

Tne State Board of Fish and Game
Commissioners have recommended the
following suggestions to be used by
sportsmen in the field in order to pre
vent accidental shooting and to relieve
persons who are injured or lost in the
forests and mountains :
To prevent accidental shooting, every
hunter should wear a red csp, shirt or
sweater, or some other article of cloth
ing that can easily be identified from
game birds and animals, especially
when bunting deer in the forests.
Since there is a contrast between , the
red and the color of any bird or animal
that is being hunted, this color ill
serve the best purpose.
Hunters should never shoot at mov
ing brush, leaves or grass with the ex
pectation of killing game. It is dan
gerous, for the moving object is likely
to be a mae. Never shoot at any ob
ject until you are absolutely positive
of identification.
To prepare for an emergency, every
hunter and angier should carry in his
pocket a piece of candle and matches
in a water-tight mstch safe. In csBe
of becoming lost or injured, one ean
readily start a camp fire.

Surprise Road Assured
A late dispatch from Ban Francisco

culty of access, is to be tapped by a
new railroad, according to an an
nouncement in a morning paper here
Incorporation papers, the announce
ment says, are to be filed in Salt Lake
City for the ruad. which is to run from
Reynard, Nev., on the Western Paoifie
railroad, 58 miles into the Surprise
vallev in Modoc county. The capital
izatiun is to be 8800,000, subscribed by
Sail Lake capitalists, and'residents of
Surprise valley, wh6 are projecting a
64,000 acre irrigation scheme.
Since June 1, 1912. an automobile
stage line haa connected tne valley to
the railroad. The towns to be touched
by the new line are Cedarville, Eagle
ville, Lake City, Modoc and Fort Bid-well.
A Second Cripple Creek

Breede, of UuCbesne, Utah, was a
recent arrival at tha Cosmopolitan
Hotel. The gentleman was here lust
year with several associates, who have
claims in the High Grade district.
Mr. Breede believes that our mining
camp will some day develop into a
second Cripple Creek, and departed
yesterday for his claims to do develop
ment work, intending to remain until
iate in the fall. Me has the utmost
confidence in the future of tha High
Grade district.

chant of Whitemound, Wis., bought
