At the beginning of the present ses sion of Congress, an amendment was added to the Tariff Bill preventing the importation of featners, quills, heads, wings, tails, skins, or parts of skin, of wild birds, either raw or manufac tured, which were not used either for scientific or educational purposes. This provision did not apply to the feather or plumes ot ostriches or to the feathers of domestic fowls of any kind. This amendment passed the House ot Representatives and would pass the Senate had the wholesale milliners not brought enougn influence to change the Serate Committee on Finance. The passage of this amendment would be the greatest step in wild bird pro tection than has ever been taken. CATTLE BUSINESS BECOMINGEXTINCT Oregon Man Encourages The Upbuilding of Herds. That cattle will soon be almost ex tinct in eastern Oregon unless some thing is done to stimulate the business of raising them is the statement ot M. R. Yates, who is touring the inter ior in the interests of the Cattle Growers association. The remedy be suggests is some arrangement of a credit system by the banks that will encourage the upbuilding of herds, says the Portland Journal. As an evidence of bis statement he cites statistics from the records of the forest reserve, which show that where two years ago permits were taken out for the grazing of 12,000 cattre on one range, the permits this yesr are for only 700. In the northern tone the open season on all water fowl is from September 1st to December 15th : that of the southern zone, October 1st to January 15th. Tne State Board of Fish and Game Commissioners have recommended the following suggestions to be used by sportsmen in the field in order to pre vent accidental shooting and to relieve persons who are injured or lost in the forests and mountains : To prevent accidental shooting, every hunter should wear a red csp, shirt or sweater, or some other article of cloth ing that can easily be identified from game birds and animals, especially when bunting deer in the forests. Since there is a contrast between , the red and the color of any bird or animal that is being hunted, this color ill serve the best purpose. Hunters should never shoot at mov ing brush, leaves or grass with the ex pectation of killing game. It is dan gerous, for the moving object is likely to be a mae. Never shoot at any ob ject until you are absolutely positive of identification. To prepare for an emergency, every hunter and angier should carry in his pocket a piece of candle and matches in a water-tight mstch safe.
