J3 4t ROAD LEGISLATION TO BENEFIT STATE For the drat time in the history of the state, Its people tlnl themselves provided with road legislation which is state wide in its scope, two Import ant hills the State Highway Commis sion act and the county bonding set having eeii enacted by the Legial s ture. Beth were written by a com mitteo which had given a careful study to road conditions In the state and ita needs for road legislation, and both are so framed that under them the state ami counties will be able lo co-operate in the construction of roads and bridges. While both are workable and it Is pre dicted that it will result in much road balding, it is admitted bv all that the state's good road legislation is still in its infsncv, and the two acta are looked upon as but the entering wedge for more comprehensive and perfect road laws in the future. T.h State Highway Commission bill brings into existence a commission consisting cf the Governor, Secretsry of State and the State Treasurer, and gives It supervision of all roada which n ay be constructed under the act. The commission ia authorized to appoint a stute highway engineer at an annual salary of S.'iOOU. and to provide him with all necessary clerical assistance, but provision is made that the salary and expenses of the otlice must not exceed $10,000 per year. Before enter ing u"on his duties the engineer must give a bond of 10,000 for the faithful performance of his duties. Each mem ber of the commit Bion ia allowed his actual traveling expenses incurred in the discharge of hs duties, but no salary. With n one year after assuming his oflire he is to prepare a map of the main highways of the state which in his judgment are nf sufficient import ance to be designated as trunk roads and to be improved and maintained by the state. This map is to he submit ted to the commission, and if approved by it, then the state is 10 proceed and improve it, and afterward maintain it. The comniafiion under the act ia em powered to construct such state roads as in its judgment seems for the best interests of the state, but they shall in all esses lead into or towards the chief market center of the state and so tar, as is possible, connect with the principal county roads ot the tate. It is oselesa to preach the aama doctrine to the Wil lamette Valley farmer and his brother in Eastern Oregon, for they work un der conditions radically different. Neither soil nor climate is the aama for them. Much of the farmers' liter ature which circulate ao widely is devoted to theoretical exhortation. "Plant loganberries, sow alfalfa, raise bogs" are the cries, but the enthusiss tic exhortera neglect to tell bow their precept are to be applied In prsctice. This is particularly the case with the many stimulating article about alfalfa which we have been privileged to read. They tell the farmers- that alfalfa ia the best forage crop he can grow. It produce more abundantly and it is best for the land. All this best for the land. All this is true, but it I point less as long a the man who read It does not know how to make alfalfa thrive on hi farm. Hundreds of progressive farmers have sowed alfalfa, carefully following all available directions and have not succeeded with it. It cometh no like a flower and grow a few inches and withereth away. What is the matter with it? The local Solomons all have their opinions. One says the subsoil ia ton firm. Another thinks it was planted in the wrong time of the moon. A third lays the blame on the lack of inoculation.- No nothing is more cer tain than that the inoculation alone will make the alfalfa thrive. Nor is deep soil the only requisite. These points are valuable, but it has been ascertained by scientists that alfalfa will not grow well on a soil that lscks lime. When a man makes up bis mind to sow this moat valaable croo his first step should be a test o' his soil for lime. Unless that element is abundant ho must supply it. If be fails to do so bia seed will be wasted and bis hopes disappointed. From this time forward every article urging farmera to grow alfalfa ought to begin with the pre cept, "test your soil for lime." Bee Culture. Getting bees Is essy, but there ave several recessary precautions. Com mence on a small scale tor the first year and increase in proportion to ex perience, says Orange Judd Northwest Farmstead. Incresaed swarms will come fast enough ; sometime! it is a te tell that the bees are not diseased?" It may be possible upon inqjiry to purchase colonies which hsve been in spected and pronounced healthy. Sometimes an experienced bee keeper can be procured to pass judgment. A relatively aafe way to secure bees is to take a clean and equipped hive to a bee keeper, who should be instructed to introduce a large, early swarm. This Ib an inexpensive means of secur ing a good, vigorous colony. Colonies may sometimes be caught in the woods by setting out empty hives. Various baits are used. A hive pre viously occupied by bees is attractive to swarms, but this method of securing colonies as now practiced is objection able and should be discontinued. In asmuch as empty combs and sometimes honey ar used as bait, there arises great danger of spreading infection through robbing. Bee keepers are, therefore, warned against a possibly unlawful act. In purchasing it will be root advantageous to secure the bees in the movable frame type of hive, which the prospective buyer should previously have selected as his stand ard. A beginner is advised not to pur chase colonies in boxes, kegs or old fashioned box hives, from which it requires practice in order tn transfer the colony to a frame hive. This, while it affords excellent experience, is a handicap, and is usually expensive. ture appropriated $10,000 out of toe general fund.
