Lakeview, Oregon, Thursday, July 3, 1013 RKORGANIZATION OF PAKTY In anticipation ot a speciel National eonvention for reorganization of the Republican party to be held next Summer, party leaders are working out plana for redaction of Southren representation in future conventions. The latest plan, which is being consid ered by some of the most influential leaders, would retain the present sys tem of district representation, reduce the total number of delegates by 30 per cent and apportion delegates al most entirely on the basis of Repub lican strength. The proposed plan is this: Each stste shall have two del egates at large. One additional delegate at large shall be granted for each United States Senator of the Keoublican faith from each state; One delegate shall be apportioned to each Congressional' district In which 25 per cent of the total vote at the last Congressional election was Republican: One delegate shall be apportioned for each Congressional district repre sented in Congress by a Republican. While the redaction of SO per cent in the total number of delegates would give a smaller number to almost every state, the slashing eat in Southern representation would be accompanied by smaller proportionate cot in other sections of the country. Kelly's desert land entry near Lake, the case has been decided adversely to the Government. The following frsm Attorney O. C Gibba. of Lakeview, who defended Mr. Kelly la self ex planatory : "I have just received a decision officially promulgated by the Register and Receiver of the U. S. Land Office at this plsce which holds the govern ments case for dismissal for failure to prove tbe charges brought against Mr. Kelly's entry. This decision is equivalent to a holding that Mr. Kelly is entitled to a patent for nia desert claim." J. Frank Arant of Klamath Falls, superintendent of the Crater Lake National Park, refuses to give up his position to Will G. Steel, of Portlsnd. Arant claims he is under civil service and that the Secretary of Interior can not oust him on account of change of administration. Arant says he will continue to look after duties of the Park Superintendent and a not fight is expected. Steel was to have assumed the duties July lBt. Koad Supervisor. Al Brewer, com menced work on the new road over tbe Summer Lake hill Wednesday. Tbe rosd will be built on the survey made by Curtis Duvall, of Summer Lake which is to tbe east of tbe present rosd. The survey shows an 8 per cent grade, and is said to be shorter than the Hen derson survey, ty at least three-fourths of a mile. Mr. Brewer will start the work with men single handed, and if he hnda Le can work teams to an ad vantage, they will be put to work. The amount of time required to build this piece of road is rstber indefinite. and depends largely on the sur'ace formation. Should he be fortunate enough to go up the hill without en countering aolid rock, good time will be made.
