Senator LaFollette of Wisconsin ia
icon tu introduce a bill to remedy tbe
deferta In our banking system, aaid to
have been perpared with the counsel of
William A. Scott, director of tbe
School of Commerce of the University
of Wisconsin, and E. E. Garrison of tbe
Wisconsin State Journal. The Pro
gressive has discussed this bill with
friends in Congress, and reports from
Washington are to the effect that it
follows the lines of the plan advanced
by the National Monetary Commission,
with these important changes:
The stock of the central reserve
agency is to be owned by the public in
stead of by the banks.
The Government is to control the
stock ownership, with power to with
draw stock and resell it wherever
there seems danger of selfish control
by a email group of men.
The central reserve agency shall base
j Its loans solely on commercial paper,
and shall do no stock exchange busi
ness. These probably are not the only
changes from tbe so-called "Aldricb
bill," but they are repotted aa the es
sential changea. They commend them
selves to the good sense of atudents'of
the monetary question. Senator La
Follette and his associates recognize
tbe sound economic principles of the
Monetary Commission's plan, and are
evidently making a sincere and thought
ful attempt to remedy its defects.
Whether or not the bill is adopted it
will afford a valuable basis for study
and criticism.

Dead Laws Repealed
Six hundred and thirty-eight sectiona
of Lord's Oregon Lawa were repealed
by the recent Legislature, according
to a check made by Speaker McArthur.
While a number of them were repealed
by acta passed taking their place, the
most of them represent dead matter
In the code.
Thia breaka all records in the repeal
ing of dead laws. Speaker McArthur
prepared many of these bills and bad
them Introduced by members. Ihe
repealing of these sections ia regarded
as one of trie most important features
of tbe session.

gon in the eoming referendum fight ia
coming from all quarters of the state.
An organization has been formed to
urge aupport for the State University
and it is expected by those enlisted in
the movement that the appropriation
for the Institution by the Legislature

mission men or retailers should be al

sale of products which can be ottered
by tbe producer at retail during tbe
months when be Is producing; second,
I do not believe the consumer should
be denied tbe opportunity of buying in
out of season months from some one
as near tbe producer as It ia possible
to get; third. I do not believe in the
employment of a mnrket master mere
ly because he is a political henchman
or ward heeler or because he ia tbe
brother-in-law of eome one's cousin.
We shall make our public market the
place where the producer and tbe con
sumer actually get together for pur
poses of stile and purchase. We ahali
allow no middlemen. We ahall ship
In all produeta grown In other terri
tory which are demanded or are out of
season We ahall keep in touch with
producers in every part of tbe coun
try. And we shall employ a market
master who Is a business executive,
paying him a salary that is commen
surate. Here would be the result:
When goods are in season the pro
ducer and tbe consumer are brought
together lu actuality. When gooda
must be abipjied iu from a distance the
market master will have got In touch
with the producer aud will import
goods direct from that producer.
The genius who will weld the pro
ducers of food into one great associa
tion and who will then operate public
markets In every city will come some
of these dnye. and with bis comlug
will come the swan song of the non
producing profit taker, who will fall
bnVk where he ought to be in the
great Cod blessed class of producers
from the soli And in that dny. when
a more stable market shall have been
created, there will go back to the land
myriads of those who are today the
toller In the city whom we call the

The following rating on tbe branding
ol dafry butter hat been sent oat by J.
D. Mickle. Oregon dairy and food
commissioner, for the guidance of
dairymen :
The statutes regulating the manu
facture and sale of bntter pro vice for
the branding of creamery batter, but
not for the branding ot dairy batter
except that each roll or aausre must
be plainly marked 16 ounces full
weight or 32 ounces fall weight. We
find some dairy butter that is not ao
marked, and we also find some that is
short weight.
We would be glad to hold the manu
facturer responsible for the misbrand
ing, and also for the short weight, bat
in tne absenre of any name and ad
dress on tbe butter so as to positively
identify the manufacturer, we cannot
do ao. The following ruling is there
fore made :
All dairy buttr offered or exposed
for sale will be considered misbranded
if it does not have plainly marked on
each roll or square tbe words "Dairy
Butter," "16 ouncea fall weight" or
"32 ounces fall weight," and tbe name
and address of the manufacturer. Any
person offering or exposing tor sale
dairy batter not branded in compliance
with thia ruling will be prosecuted
ander the statates provided for tbe
branding of food products. '

Tariff Bill Favored
The Underwood tariff bill haa been
proclaimea ty tne Democratio party
asjits answer to its platform pledge to
reduce tbe tariff , downward. The bill
was passed by the house last week tbe
vote being 281 to 131, five Democrats
voting against the bill and two Repub
licans voting for it.
In tbe bouse adiournmennt will be
taken three davs at a time, beginning
this week, until Jane 1st.
Will Use Club
President Wilson is also apt to use
the big atick. Angered by threats of
manufacturers to close their fsctories
when tbe tariff bill becomes a law be
cause, they say, tney "cannot longer
operate profitably under its provis
ions," he has declared, if necessary,
to use a club. The department of com
merce proposes to act if manufacturers
reduce wages and curtail operations,
assigning responsibility to the low
tariff. The president has ordered Sec
retary Red field to investigate all such
cases. A fund of $100,000 will be
placed at his disposal, and later it will
be increased to Sl,000,000,it necessary
to get the facts and figures.
