They have become convinced that tariff a do not apply to the West. When revisiona are discuss ed, it means to cut away any suspicion of protection that the West may have received. Tariffs are for the com munities having many votea in Con greas, and free raw materials and tree traie are meant where communities are sparsley settled and are laboring to build up industries. Since the free list of the proposed tariff measure has been published, tho Western business men become more than ever convinced that they must fight the world in the industrial held on a free-trade basis when selling their products, but must buy tneir sup plies, machinery and necessaries from the hiKhly-protected areas of the country. Realizing that this is a severe handicap for the ftorlhwest, and that such conditions will make it necesssry to double the fostering in tluence of business, local men are in clined to hope the ordeal will soon he over, and the situation may be made definite and certain, i Wool men on the range continue to feel deep apprehension. Oregon range has deteriorated rapidly in the last few years, owing to excessive feeding. Grave doubt is felt that the Oregon re herd will be able to compete with the sheep of Australia, where the range ia vastly cheaper and in much better condition. But with a good price for mutton here, and lower freight rates to the manufacturing centers of tne country, the Oregon wool-grower is willing to try to com pete. Australia has cheap herdsmen, cheap railway transportation to tide water under Government aid and con trol, and low tonnage rates on cheap English-tullt steamships to the United States markets. the Eastern Oregon grower has to pay high priced herds men, finds land rising rapidly in value, payB more than the Australian for the railway haul across the continent, must ship in high-priced American bottoms if he takes the water route, and faces other handicaps which make him think that growing wool ia not a dream of pleasure. Northwestern livestock Interests view sn open market for their products with some concern. Australia has just land ed a shipload ot meat at San Franois co, and offers to send much more. This meat is produced on an open, practic ally free range, In a genial climate that requires no housing or Winter feeding. Australia is now selling re frigerator meats all along the Oriental coast, and is determined to make an Inroad Into the Coast states, if all bars are thrown down. MILLINERY TRUST DESTROYING BIRDS Tne destruction of great numbers of native birds which are the natural enemies of insects has at last aroused the law makers. The fight Is now being waged in Congress by bird lovers, scientist and farmera on the one band and the millinery interests of New York, Boston and Philadelphia on the other hand. The point at issue Is tha passage of a provision in the Tariff Act which prohibits the imporation of "aigrettes" and the plumage of other wild birds into this country, except ostrich plumes and the feathers of domestic fowls. The Ways and Means Committee has reported favorably on thia section or the Tariff Act, but the wholesale mil liners have combined and are using every effort to defeat it. The trade in plumage of native tirds is illegal in soma states, but not in others. As long as the Government permits the importation of goods wbich are contraband in certain states, it is practically impossible to prevent the use and sale in other statei. "If our school chilrden, teachers and bird lovers will write immediately to their senators and congressmen asking for their assistance in the passage of tbia measure, we can at one stroae accomplish one of the greatest steps in wild bird protection that has ever been taken.
