Replying, the Attorney-General has advised him thaL as New Pine Creek ia incorporated under the laws ot Ore gon, the town limits end at the Califor nia line, and that the election of a Cal ifornian bb councilman is i legal. Fur ther advise! him with rcga'd to the signing of the petition by a California resident, he says the election is not in valid becaufc of this, unless the exclu sion ot tbe name would not leave on the petition the numtjit of names required by law.
