A FISH HATCHERY

II. Lampson arrived in the city last
evening on his wav toKalmsth Agency
and Spring Creek, where be will In
vestigate a location for a United
States fish hatchery. Mr. Lampson is
superintendent of the California branch
of fisheries, under the department of
commerce and labor. One of the prin
cipal trout hatcheries on the coast Is at
llornbrook, California, which handles
only the rainbow species. There is
also a small trout hatchery at Sparks,
Nevsds, and salmon hatcheries at
Baird. BattKCreek and Mill Creek.
Mr. Lampson stated that ha had been
ordered to investigate Spring Creek by
the department of commerce and labor,
and report on its availability as a site
for the location of a fish hatchery. As
Spring Creek hss already been examin
ed by the it ate gsn ami fish commis
sion and received favorable considera
tion, it would seem that the establish
ment of a hatchery at thia point was
practicality assured. The state officials
bsve held uo their plans through the
delsy in getting title to the site, and
in case the government should desire
to build a hatchery, it would probab
ly be easier for it too get the location
than for the state officers.
However, it is almost assured that
a hatchery will be located either by
the state or government.
A" great deal will depend," said
Captain Lampson, "on the supply of
trout and the possibility of securing
eggs for the hatchery. Wherever we
take the egg from the streams we' al
ways return 25 per cent after hatching
to the same waters from which we
took eggs. It is estimated that fully
75 per cent of the eggs are lost if left
In the regular spawning ground, so
that thtf hatcheries get the eggs needci
for distribution without depleting the
stock in the streams."
Mr. Lampson says that it is very im
portant that the streams and lakes of
this section should be kept well stocked
with trout, as the fishing can te made
one of the greatest attractions for
tourists and sportsmen, and will bring
hundreds of thousands of dollar into
this section.

New York, April 23. A group of
men passengers on tne lttanlc kept a
card game going tor three quarters of
an hoar after the steamer struck the
iceberg, to allay the fears of ethers,
according to George Brsdley, one of
the first cabin passengers.
Bradley was playing bridge in a room
far aft on the ship and felt only a
slight shock from the collision.
Henry B. Harris was in another party
in the same room, Bradley said, and
left his game to gn on deck with Brad
ley to investigate. Mr. Harris, Brad
ley snid, found his wife, saw her to one
of the boats and then came back to the
room to which Bradley had already had
returned.
He told me there was danger," said
Bradley, but tor the sake of women
and children to make no sign. The or
chestra struck up 'Alexander's K air-
time Band' and we went on playing
cards. There was not a man in the
game who did not realize the stake he
was plaving for. Tney plaved on,
played anything they had a mind to
and finally struck up 'Nearer, My God,
to Thee."
"Then we knew that the time had
come, and that it was no use to bluff
any longer. People crowded around
us and watcned us plav the game out,
feeling that there could be no danger,
when the old hvmn sounded a differ
ent feeling possessed them. They knew
that it waB time to go, if any one of
us hoped for a chance to get off the
ship.
Salem, Or., April 22. tn an offhand
opinion, Attorney General Crawford
today declared that unless Theodore
Roosevelt receives the maiority vote
of the Republican party in Oregon,
those candidatea for delcgatea to the
Republican National convention who
were elected on a platform which de
clared for Tsft or La Follette are mor
ally in honor bound to go Into the con
vention and and vote tor Tsft or l.a
Follette.
He Construes the reading of the
Presidential preference primary law to
mean that a distinct maiority of the
party for Presidential candidate must
express their favorable vote for that
candidate, or it Is not Incumbent upon
delegates to go into the convention to
support such a candidate.
He further bolsters his views along
this line by the provision In tho Presi
dential preference primary law which
requires that each voter may only vote
for one delegate to the National con
vention.
"This Is apparently a pure and sim
ple effort to secure proportional rep
resentation," stated the Attorney Gun-
real. "In the light of this fact the
construction as to oath to be taken ty
the delegates means that the minority
of the party must be represented.
Therefore, in my opinion, those who
received from the party a sufficient
number of votes to name them a dele
gates, and who were representatives on
the ticket of either Tsft or La Fol
lette are In the proportion! rpresen-
tstion theory, in duty bound to vote
for those candidates whom they de
clared to the people on the ballot that
they would represent in the National
convention."
Both Dr. J. N. Smith and Fred S.
Rynon, who are probably elected as
delegates, and who atated on the bal
lots thst they were favorable to Taft,
declared today that they will vote for
Roohovelt in tho National convention,
although Mr. Synon plans to see the
Attorney General and abide by his de
cision. Each declared he would abide by the
people's choice. "I will vote for Roose
velt until such time as I see that he'
cannot be elected," said Dr. Smith.!
Then 1 will go with the man who has J
the biggest vote In the convention, j
When the question of Statement No. lj
came up and the question of a Repub
lican voting for a Democrat came along
with it, I could not see my way chyir
to vote for a Democrat. But I will
stand for the choice of the Republican
party." ,
Mr. Bynon stated he would vote for
Roosevelt, but is not prepared to com
mit himself as to what stand he will
take should Roosevelt show to be los
ng in the convention.

ine insurances companies as a result
of the loss of the Titsnic, according
to estimates made by adjusters here
recently.
The marine companiea will have to
pay two thirds of this. Several Ameri
can concerns doing all classes of insur
ance biminess arc said to be hurd hit.
All the marine insurance was carried
abroad, but the American companies
are affected through reinsurance. In
surance Field, a trade journal' puplish
ed here says that the Titanic losses are
unparalleled in the annals of marine
insurance, ami estimates the losses as
follows :
Accident insurance, $2,21.1,000.
Life insurance, $2,113.000.
Marine insurance, ship. $5,000,000.
Marine insurance, cargo, $5,000,000.
Total, $11,400,000.

The Oregon Journal under a Klam
ath Falls date line says : A gold medal
is to be awarded to S. J. 15 alley, sta
tion agent here for the Southern Paci
fic railroad, for maintaining the best
kept depot on tne company's linea in
the last year.
"The Klamath Falls station is the
best kept on the Southern Pacific linea
between El Paso, Texas, and Portland,
Oregon," read the official announce
ment. The award was the result of a
visit here by railroad Inspectora In
November.
Several years ago the railroad com
pany inaugurated a system of awards j
