Utah, the attorney atated. the Union Pacific bouirht 37 1-2 tier cent of the Southern Pacific stock in 1001. thst the Southern Pacific should continue as its friendly connection to the Pacific ocean, ine msjoritv stockholders of the soinnern rscinc "gave their con fidence to the men who had achieved so much for the Union Pacific and yielded the executive management of the Southern Psciho company to the nominee ot a minority stockholder," accordins to Mr. Dunne. In 1912. the formation of a hostile "Wall Street pool" to wrest control of the Southern Psclfic from the Union Pacific to caused the Union Pacific to raise its holdinirs to tortv five per cent. According to the brief filed, the Union Pad He sold a block of stock in If 10 onlv to buv it bsck in 1910. when the "administration railroad bill" waa proposed in conrrens. At no time was the purchstie of stock promoted bv an Intent to monooolize interute com merce or to restrain trade, it was stat ed. The railroad comoanv argued that onlv unreasonable restriction of com petition was prohibited bv the Sherman anti-trust Isw. "Certainlv if the supreme court of the United States." Attorney Dunne said, "has made one thing clear in its exposition of the anti-trust act. it is that the restriction of competition must be direct in its nature, not re mote, undue and unreasonable, if any restriction there be. This is the thought that runs through the decisions from the first beginninirs of the inter pretations' of the anti-trust act and finds recent expression In the oil .and tobacco cases. ECONOMY IS WATCHWORD President Taft Has Cut Expenses During His Term. President Taft believes that the business of the American people, which is the United States govern ment, can be run more economically. He expects an economy commission will polntsout ways to effect a consid erable saving In many of the depart ments. The three years of President Taft's administration haa proved that econ omy is quite possible and the presi dent haa practised the new policy suc cessfully. Upon taking office. Pres ident Taft warned every cabinet mem ber, as well as the heads of bureaus, that they would be held individually responsible for cutting the expendi tures under their control. On July 1st, 1909, the Taft admin istration faced a deficit of $56,000,000. One year later, this deficit bad been changed into a surplus of $14,000,000 and by July 1st, 1911, the surplus had risen to $47,000,000. The normal In crease of Federal expenditures 1b about 4 per cent, each year. Tet the expenditures, which were $662,000,000 during the fiscal year ending June 30, 1909, shrunk within the following year to $654,000,000, an actual decrease In stead of the normal Increase. Perhaps the best known economy effected was the wiping out of the annual deficit in the Postal Depart ment and another was the elimination of wide-spread frauds in the customs ervice. The scaling down process for the fiscal year of 1911 Involved cutting the estimates made by tao de partment brads $50,000,000. Economy Salem. Ore.. March i!9. He does not plan, how ever to make more stops than are ne. cessarv to rest himself and horses. the uovernor gives as one reason whv the appropriation is exhausted the fact that he drew on it for the Governor's special trip. He was re imoursed for this to the extent of S10S, but as the law provided that all monev coming into the hands of state officials must be turned over to the general fund, he could not put the same back into the traveling fund. In conseauence. be claims he should have had at the first of the vear $100 in the fund, but as he made many trios since then the fund now. no doubt, is exhausted.
