At th time of the finding of gold bearing ore In this territory, which is about 40 mllea from this city, it waa believed by the locator and their frienda who mad a rush for the scene to stake out claims, that the Indian Department provided for the opening of lands found on a reservation where mineral waa discovered. This caused a petition to be circulated and tent to the Interior Department endorsed bv the Chamber of Commerce, asking that the land be thrown open. When monev is in de mand, the Board sells its school bonds. and loans the monev on farms. The law provides that there funds shall be loaned on mortgages on graz ing land in eastern Oregon and farm lands not exceeding one-tbird their value. Such securities do not depre ciate, and can alwavs produce enough to pav the interest. No loans are maJe on timber lands, city Iota or other inoculative property. ' The proceeds of the sales of school and other lands, forfeitures and gifts to the State, and certain fines, are the source from which these funds obtain their revenue. The orincioal is made irreducible, the interest only being used. The report of the State School Superintendent shows that during the past thirty eight vears the total in terest recieved from this fund bv the common schools exceeded $5,000,000. the sum last vear being $320,272. Under the law. the interest on hand August 1st of each year it aivided amor,.; the counties in proportion to the number of children of school aye. The free sugar plan of the democarts, be said, would give the su gar truat a monopoly of the industry, and be hinted in no mile from that once riven a monopoly, and with the beet sugar industry destroyed the lower prices under the tariff would be onlv temporary. Laat vear's experience when sugar amouted to 8 or 9 cents a pound in some parts of the country when the beet sugar output for the year waa conuumed. was only an instance of what might happen with the augar trust in control of the industry.
