Incendiary Blaze Alturas New Era: Tuesday night an Duarent attempt at incendiarism was committed in Alturas. the buildintrs which the culorit was trying to burn being the Raker and Gleuson tuildinus. just south ot the river. The Raker building is orcuoied by the turn of Jamison & Wvile and the Gleason building is occuDied by a Chinese laundry. About half oast ten o'clock that night J. I. Bowers saw a blaze in the narrow hallway which runs between the two buildings and niHhcd to the snot where he found a uile of wood anJ tranh burning cloe against the wulls of the buildings. He quickly scattered the burning sticks and a bucket full of water extinguished the flames where thev had begun to burn the walls. Evidence could be seen where some one had cut kindling to start the fire with and the way in which the fire was built showed that it was done with a felonious intent. "No education no parol." will b the dictum of th State f'arole Board If it follows the recommendation of committe consist ing of Superintendent of Public In struction Alderman. Superintendent James, of the Statu Penitentiary; Key. P. C. Bauer. State Parol Officer, and Father Moore, pastdr of St. Joseph's Church, of this cltv. and one of the chaplains of the Penitentiary. The committee met today in th office of Mr. Alderman and formulated a course of study for the convicts at the prison. This course of study is wide in its range and while giving some brsnches which will tend toward developing a patriotic spirit, such as Americsn his tory, it largely lesns towsrds the prac tical. The recommendation which will be made to the Parole Board, and which undoubtedly will be acted upon bv that Board, will be a compulsory course along educational lines of the convicts who are serving under the indeter minate sentence law. and unless these convicts pass in their examinations their applications for parole will be rejected until such time aa thev show themselves properly prepared to leave the prison. Esoccial t-tress will be laid on branches in cookery, agriculture, hoiti culture. poultry raising and use of gas and gasoline engines. All of these courses will be for the purpose of fur nishing the convicts with a practical education which will be beneficial to tbera when they leave the prison. Those who are allowed to eat at the "first table" or. that is. those convicts who have evinced a desire to learn good table manners, will be instructed in cookery and the course will be one tending to place them tn a position so thst thev will prove competent chefs and be able to secure employment in restaurants or in private families. These branches will be supplement ed bv the three R's and will go along with English, literature and tne various common school branches of which msnv ol the convicts may. have been deprived in their earlier years. The instruction will be through vol unteers and an urgent call has gone forth from the commmUtee for volun teer teachers from Salem to spend a certain length of time each week at this work.
