The recall as applied in California differs cKMentiallv from the Oreiron plan dilTera in two important particu lars. In the firat place the majority vote is required under the California statute before an erring official can be recalled, and. secondly, when a ma jority of the elctora have declared for the recall of an official, he is eliminat ed from further consideration and not become a candidate to aucceed him aclf. Under the California plan, the recall of an official is submitted as two dis tinct propositions, both appearing on the same ballot. When a petition, sign ed bv the requisite number of electors, is presented demanding the recall of an official, there is printed nn the official ballot the question: "Shall John Jonea be reralled?" S Daces for the elector to indicate a "vea" or a "no" vote are provided. In another place on the ssme ballot are printed the names uf the candidates aspiring to succeed the man against whom the recall is direct ed. It a majority of the electors in tne election vote for the recall of the offi cial, his recall is accomplished, and at the same time he is eliminated as a candidate to succeed himself, since the question of his recall and the election of his successor is determineu in the same election. If a majority vote to recall nim. then the candidate for the office receiving the greatest number of votes succeeds to the office for the re-' maindcr of the term. On the other hand, if a majority vote against the recall of the official then he retains his office and the vote on the several as pirants to succeed him is not taken into account. The improvement contended for the California statute over the Oregon method lies in the fact that a majority ! vote is required before an official can lie recalled. Under the Oregon plan, a majority I vote, is notj necessarv to recall an official. When.the proper recall peti-; tion has been tiled, the official against ' whom it is directed . has five davsin which to resign. If he fails to resign then he becomes a candidate to succeed himself in therecall election. Thisi makes possiblejthe retention of that official in office.for the.election of his successor by less than a majority vote whether or not the official shall be recalled. Take, for instance, the recall election in the Tenth Ward in this citv last June. We must insist before Congress that the wool grower is entitled to a Tariff on wool that he may realize from hia busi ness the actual expenses of operation, plus a reasonable profit, in order that he may live and not be forced into bankruptcy. President Taft vetoed all wool tariff legislation until the Tariff Board reports in December. We must get ready for the soon coming struggle which will mean the prosperi ty or ruin of the sheep business.
