POOR HOMESTEADER
Instead of making the homestead
laws more liberal, it seems that Uncle
Sam wants more people to go to Can
ada where thev ran get land bv three
years' residence. On August 4 Acting
Secretary of the Interior Samuel
Adams issued instructions to U. S. land
office registers and receivers relating
to eontsructive residence, the gist of
his ruling being contained in the
following paragraphs;
"In the matter of proof submitted
under the homestead law. it seems
that practice has existed of according
to entrvraen. where residence Is be
gun within six months following the
date of the entry, credit for residence
beginning with the date of the entrv.
He is thus permitted to secure title on
Droof of residence for a Deriod of only
four years and six months.
"After a most careful and mature
consideration of this matter I feel it
my duty to disregard the erroneous
practice hereto obtaining in your oflice
and to direct that vou exact of home
stead e ntrvmen proof of residence for
the full period of five years, as required
bv the statute, before the same can be
approved tta a basis tor the issuance of
patent thereon. Because of the long
practice heretofore prevailing. I be
lieve it right and proper to give ample
time for notice of the contemplated
change before putting the same into
effect. I have, therefore, to advise
you that in all instances where ordin
ary final proof is submitted under the
homestead laws on or after the 1st day
of December next, the law as above in
terpreted be followed."

The second well bored here reached
a depth of .360 feet. On account of
insufficient casing, and the lower walls
caving in. the well will not he com
pleted until more catling arrives. After
casing the surface waters off to SO feet,
the lower waters have risen to within
a few feet of the surface. George
Ede. who drilled these wells, left Sun
day for a short stay in the Goose Lake
Valley, where he hag a well to drill.
C. W. E. Jennings, who had the
misfortune to crush some of the bones
in his right toot while heloing with
the well drilling exoects to be out in a
few days.
H. A. Utlev announces his intention
of building at this place a more coxy
and somewhat larger house than he has
on his place at the present. He is the
envy of some 14 bachelors out here.

"This act shall be known as the
Oregon motor vehicle law. etc' show
ing that It is intendetl to apply es

tion 34 : 'The purpose, object and in
tent of this act is to provide a compre
hensive svstem for the regulation of
all motor vehicles in this state, exceut
to traction engines, road rollers, fire
wagons and fire engines.'
"While I have noticed some discus
sion in the press of the state relative

to register in this office wagons or
buggies.
"This lack of clearness regarding the
matter of liehts is only one of many
ambiguities contained In this new law
and renders it hard of undersatnding.
