UADER0, THE NEW MEXICAN LEADER "In Francisco I. Madero one sees no tr.ice of the military leader." says Ernest P. Bicknell. Ii'atienal Director of the American Red Cross, who has just returned from the Mexican border, where the Red Cross ia, caring for Mexican refugees and wounded Mexi can soldiers. "In physjque he is unim pressive, in manner auiet and unaggres sive. His expression is pleading and gentle. In conversation his face lights ud ami one sees in him the idealist, the dreamer. Instinctively one feelsthe absolute sincerity of the man andis prepare 1 to believe him capable of the greatest sacrifice for his peopleand country. But there is no suggestion of the fanatic. That he is a man of education and culture is always appar ent, and his use of English language many educated Americans might well envy. It is impossible not to believe that he must have resorted to arms and warfare with the greatest reluct ance, and one question whether he could control and direct extensive mili tary operations, with the opportunities which they afford for the plav of passion and the selfish aggrandize ment of ambitious leaders. "Of many of the officers in command of the insurrecto forces which captur ed J urarez. a wholly different charac terization is inevitable. Motives are too subtle for cursory discovery, but the impression one gains from observ ing some of these men is that they are primarily adventurers, inspired J by love of excitement and change Torjby an ambition for power orj "plunder. The cessation of hostilities and decla ration of peace were not welcome .to these men, and no one familiar with conditions will be surprised if some of these rebel leaders continue to be a source of disorder and 'obstruction to the refroms which Madero is hoping to effect." ' NEW SYSTEM OF FISH HATCHERIES Pendleton. Ore., July 4. A new system for the fish hatcheries of Jthe state was announced this morning by Chairman C. K. Cranston.f the OragonFish and Game Commissioners, before he left forPortland tojjoin State Game -Warden Finley.JtMaster Fish Warden Clanton and Superinten dent of Hatcheries Wisner on a tourjto inspect present hatcheries and arrange for the installation of others. , w According to Mr. Cranston, it ia tho purpose of the commission to liberate annually millions of trout and Balmon fry in the streams of the state, (where thousands are liberated now. The commission also proposes to make it possible for thousands of these young fish to come to maturity where very few do under the present 'system. One or more central hatcheries will be established where the fish eggs will be TRANSFER OF LAKE COUNTYJROPERTY Reported by tho Lake view Abstract and Title Company The following deeds were recorded in Lake County for the week ending July 6. 1911. MANY CHANGES IN NATIONAL FORESTS Washington. July 6. A number of changes in the National Forests of California. Oregon, Idaho and Wyo ming, made in the interest of more convenient and economical administra tion and especially of better protection against fire, have just been announced. These changes have been accomplished by President Taft through a series of proclamations signed at different times in June, but all becoming effective July 1. The proclamations were drawn so as to dovetail into one another, with the result that taken all together they substitute twenty six National Forests for a former seventeen. The only increase in area is in Cal ifornia, in which two small additions, involving a total of a little over 1,000 acres are made. On .the other hand the proclamations eliminated a total of nearly 242.000 acres as follows: 58,000 acres in California, nearly 126, 000 acres in Oregon, about 6,000 acres in Idaho, and about 25.000 acres in Wyoming. Thus the rearrangement which puts twenty six National Forests in place of seventeen, is accompanied by a net reduction in area of 225.000 acres. It is explained by officials of the U. S. Department of Agricutlure that last summer's fire experience in the Northwest made it clear that many of the Forest supervisors were in charge of units which were too large for efficient .. administration. The changes are a part of a general movement to develop, with the aid of last year's experience, the' most effici ent system of fire protection possible at the present time. I In Oregon changes were made fin the Cascade, Chelan, Crater, Des chutes, Fremont. Siskiyou, , umpqua. Wallowa, Whitman, and Umatilla Forests and the new Minam, Ochooo, Okanoagn, Paulina, and Santiam For ests were established from transfers from other forests. collected in great quantities. ' These stations will be located at points where it is possible to get the largest num ber of adult fish for hatchery purposes. Very probably one for trout will be built on .Spring Creek, in Klamath County. I The eggs will be eyed at the stations where they are taken and then j,will be shipped to the branch hatcheries throughut the state for further devel opment. Each of these will be equipp ed with expensive nursery ponds. xIn stead of liberating the fish when not more than aninch in length, allowing them to fall easy prey .to larger .fish or viotims of varying degrees .of tem perature in the water, they will Jbe kept and nursed unti they are three Jor four inches long, and well able to take oare of themsevles. Fifty million trout fry annually for the streams of Oregon is the mark which the commission hopes to attain by next year, and it is possible that thia number will be increased as the years go by. By this system it is hoped to make Oregon the best trout fishing state in the Union. .
