century when John L. Macadam, a
Scotchman, discovered the fact that
crushed rock in proper quantities made
good and durable roads, so that the
system of macadamizing roads has
been 'generally adopted by nearly every
country in Kurope.
The only just way to construct pub
lic highways is for the state to pay a
fix oil part of the cost of building pub
lic roads, out of the general fund rais
ed by taxation of all the jn-ople and
all the property in the state. Under
these circusmtances, corporations, rail
roads, trusts and various representa
tives of concentrated wealth in the
cities contribute to this fund. In the
State of New York, which I believe is
the best method, the State iiys 50 per
cent, and the County Jit) er cent of the
cost of all road construction. But the i
State of Oregon has refused to bear
any part of the expense of road build
ing, so that the entire cost of building
county roads is left to the eople of
each county. )

the school law in that each school dis
trict is a unit for school purposes, ai;d,
if the amount of money received fr-nn
the general school fund is not sufficient
to maintain good schools, then it be
comes the duty of the people to levy a
special tax fur that purpose. For ex
ample, Fort Rock school district has
more gixxl school buildings than any
other school district in the county.
The tieople of that district realize that
their schools are independent of any
other district in the county, and solve
the problem of how to get good schools
by meeting annually and levying such
special tax as may be necessary to
build and maintain good schools. The
road law applies to the building of
roads in the same manner, ho that
good roads can lie constructed in the
same way that good school buildings
can be built. It therefore follows that
good roads rests entirely with the
people of the several road districts of

received much more than their part of
the road fund, yet there were suffici
ent reasons, at the time the apportion
ments were made, for the extra ex
penditures in those districts. It has al
ways been the policy of the county
court to be as just as possible to every
section of the county bo that all road
districts be treated alike.

this year is three mills, but as the
