The Work to Be Don In Section A Mil Should Be Carefully Finished In Its Entirety How the Roadway Ought to Be Cared For. How good road should be inn do and how they should bo cared for U tersely described In the Iowa Homestead bv nn enthusiast, who savs: in the It rat place, there should be no patchwork roadi.iaking having for Us object only to make one particular spot passable. Koad work should be done la section. For instance, a mile of road should be taken and completed In it. entirety Kvcry Inch of It should bo made a good and safe road. 1 ven ture the assertion that not more than one mile of road In every teu Is safe or free from some dangerous trap to cause trouble to careless drivers or those not given to close observation of the roadways. They should be made so that a child might safely drive over them. Hoglimlng. I would establish a rea sonable grade so that no steep hills remain when the work is finished. I would make oer the entire width of the road from fence to fence. I would make the actual road W 11 V Of 1 1 S 1 1 !1 I idth. with Olilv rise etiouirli In th. liter to shed rain. From the gutter at tne sine or this roadway I would make a smooth and even grade to the fen. e line. Then I would compel the property owuers alont; the road to keep the roadside well set In grass and to mow and care for It Just as th-y do their meadows No deep, unsightly and danuor ms gullies would be per- ...;...! .... i . . mine',, iui'i i no man w no scraped a lot of grass, weed clods and trash Into the center of the road should ar once be roiidemued to penal servitude for life. Capital pnuishuieiit would be ttUt i'iuuI f.if lli.. ...... -I t. i . vii..- ii, j ?eoureu ms plow iu the road. The road worker who plowed up a stretch of road late In the fall and ii i" mellow up until spring should be banished to roadless Sibe ria. A plow has no place In any road that has once been properly made. The enre of a road made according to my plan would be only that of going over It occasionally with a drag. The occasion f,.r the use of the drag, how ever, should ,e from the viewpoint of the need of the road and not the con venience of the operator of the drag. No man would be permitted to drive a drag over a road unless he were a licensed graduate of a roaduiakini j school. A road drag is a dangerous thiug (for the road) in the hands of a man w ho does not have sense enough J to use it. I would build n complete and effec ! tive drainage system to take care of j the water that find Its way to the ) road not a guesswork one. but one I plauned by a drainage engineer who ) knew how. i 1 would make culverts and bridges the width of the road No small cul ' verts should be built. They Invarln- 1 bly fill up nnd remain n damage. A-j good, big concrete bridge Is the safest i and cheapest that can be made. I Kinitl County' Surveyor Fa vor a Uniform 8ytem. The slate control of roads In order to brliiK about uniformity nnd elimi nate the olllces I hai have to do with road building Is advocated by J. M. ! Lindsay, county surveyor of Wynn- lan Mr. Lindsay would engineer and :iave n resident state engineer h polntod either by the stain highway engineer or a good roads commission. As a continuation of (he plan the township road overseer would be un I dor the control of the resident engi neer, anil the result. Mr. Lindsay says, would he n uniformity of roads nnd bridges. SupM)se." Mr. Lindsay said, "that the county commissioner of one roun- ; ty should erect a concrete bridge and on the same road In the next county a cheap 'tin' affair Is ens-led. In a few year the cheap bridge may wear out. and a heavily loaded wagon or a I thrashing machine would be compel led to go around It. I'uder state con trol this condition would not arise, a the plan for bridges would be more , or les uniform. Not that nil bridges would invcssarlly be concrete, but the j capacity and condition of every bridge i In the stale would be known by every resident engineer. If the survey of ; ccry county road were made in con j fortuity with road In adjoining conn- , tic the ultimate result would be n ronu siraigni across ine state at no unusual cost "This would be the case if surveys for all generally traveled roads were tiled in the olllceof the state hlghwny engineer or with a good roads com mission Then, too, the 'road boss' who li.slst upon his own Ideas of road bultillug. whether they are right or wrong, would be eliminated. Ho would lie under the direction of a competent engineer, nnd his bit of road would twelve the same attention as any other road In the state" .Mr Lindsay Is one of Hie three members of a commit tee appointed by tin- Iv;"i-:h engineering society to procure the passage of good road laws in ;!n Kansas legislature next winter lie Is endeavoring to get the support ,, t'v society for slate con t rol ot I, glm a s. The superintendent of parks In Kan sas City found that In one year a sav ing of 31 per cent was effected by using oil Instead of water as a pre ventive of dust. Sprinkling would have cost for that year 1 0.07.32 tilling cost $10.(171.11. The superin tendent said that occasional light ap plications of oil during the season im proved the wearing surface of the driveways. The damage to the wear ing Kurfaco comes largely from attri tion of the grit or dust on the road way, and ll, he pointed out, compacts the grit or dust, thus checking dete rioration ot once nnd preventing tho damage that comes from automobile travel.
