The new ruling of the postoffice department
will make it impossible for any newspaper in the
country to send out copies to subscribers who owe
a 3ear on subscription without putting a one-cent
stamp on each paper. That would break ever'
newspaper man, and cannot be done. The result is
subscriptions not paid must be stopped this sum
mer. It is not the fault of the newspapers. We
would be glad to carry our subscribers along as in
the past. It is a new ruling of the department and
must be lived up to or we lose our mail privileges.
We hope you will pay prompt attention to this
matter, as the new rule is now in full force. We do
not wish to lose you and hope that you do not
