The United States Steel corporation, which has started to build an $80,000, 000 steel plant and town at Gary, Ind., has given notice that the work Is to be done on the open shop plan, says Luis Grant In the Chicago Record-Herald. Little work beyond the grading bas yet been done, but It Is likely that there will be numerous labor troubles before the new city Is built. The struc tural Ironworkers have started the trouble by calling on their men In the plants of the Illinois Steel company at fcouth Chicago, Bufflugton and Jollet because the company bas employed nonunion Ironworkers at Gary and Is working them nine hours a day. Frank M. Ryan, president of the Bridge and Structural Ironworkers' as sociation, says the company bas violat ed its verbal agreement with the union In the course it has adopted. While the Ironworkers never had any written agreement with the Illinois Steel com pany, they have bad an understanding since the lockout la 1900. This under standing has been that the steel com pany would pay the same scale and grant the same working conditions as are granted by outside contractors. This policy bas been csrrled on for six years, the men working for the steel company getting an advance in wages every time the union established a new scale. Because of this arrangement the men employed by the steel com pany have been permitted to work sometimes when there was a strike on outside contractors. The Ironworkers' Union extends Its Jurisdiction to a radius of fifty miles from Chicago, so that the new town of Gary comes Inside that limit. Most of the Chicago building trades unions do not pretend to have Jurisdiction out side of Cook county, while many of them cl ilm Jurisdiction only Inside the city limits. It Is probable that trades like the carpenters, bricklayers and others who do not seek control outside the county will not attempt to force the Chicago wage scale in Gary, but all of them will object to Increasing the hours of labor so close to the city. The eight hour day has been so long recognized In the building trades In Chicago that the unions will naturally fight against any encroachments on it. The employers who are fighting the unions are watching developments at Gary, as, If the town can be built on the open shop plan which means with nonunion labor It will do a good deal toward furthering the open shop cam paign. Referendum Vote In I.oaUlana. In ioulslana at the November elec tion there was a referendum vote ou twelve constitutional amendments. Eleven of the proponed measures were adopted and one was defeated. Male and female factory Inspectors are pro vided for, as also are popular election of tax assessors and collectors for New Orleans and payment of hack salaries for public schoolteachers. The vote In favor of these changes was about seven to one. On the other hand, a proposed exemption from taxaUon was defeated by a seven to one vote.
