Watson Register. of littoral and lndeHudent treatment of publl lauds Is a shining example for the range- leasert. Wyoming's experiences an also U'lng exploited. The customs of the entire country based upon the principle of getting puplic land Into the private owner ship of the individual, rrvlielng offered on the side of those opposed to the leosing system. Since tne Public I-aml Commission reported lu lavor of leasing that part of the public domain adapted to range purposes, the policy Is re garded as having Administration backing. President Roosevelt. s ref erence to the subject lu his message was the last endorsement, which was expected to force the question this Congress. As the first session draws toward ltsclo!H there seems no room for range-leasing kefore the summer adjournment. The next seseiou Will lie short, and unless the administra tion psesses urgently for consider ation of this measure, or pro- leasing luterests erforin the same service, It la hardly probable that the short term will create the law that Is bound to have broad Influence upon the en tire West. In whatever is done, there are sure Sth day of: to lie provisions that will facilitate the homesteader, .some advocates of leasing lielieve that the home-, stead en try man should have t lie right to enter upon land dutiug the term of even an annual lease, after proving his bona fide home purpose. Others are Inclined to think that settlement of the country will be am ply safeguarded by providing that i the homestead entrymau shall lie given access to the land only after expiration of a range lease. Cham pions of the small stockman will also insist that an entrymad taking range land, shall be insured a good range acreage about his homestead, which others caunot lease. The range homestead has lieen suggented fill at-idy of the situation. They will lie most vitally affected, aud unlesa their rights as states and Industrial commonwealths are ably championed In the formative hour of law making, theories that are utterly Impracti cable may lie forced upou them. There has Ihimi such a stir through out the east lu regard to the pubic domain, that radical action might btexHcted It the true status of tne West is not made the subject tit con stauteducattoa. Many Eastern tieo- pie regard the acquisition of more than 100 acres of public laud by one person or sompany as "land grabb ing." They do not reolUe the nec essities of a range country. When Informed of the tltnlier acreage re quired by a large lumber concern la-fore erecting a ngJU, they are In clined to style the business precau tion a public outrage. To meet such views as these, and have what ever legislation Is enacted kept upon a plane iH-nnlttlng the most rapid aud Hrmauent Western develop ment, many Western H-ople are al ready anticipating the discussion by gathering data.
