The specific provisions of tho law are that the taxes for each year may In paid by tho 1st day of lecotulor of that year; but if they are not paid before tho 1st day of February of the folio a ins year they shall Itooome delinquent on that date provided, that if one-half of the taxes are paid lefore the first day of DocoiiiIht, the renminbis one-half may go over until tie first day of the following April, becoming delinquent on the 1st of May. This law to take effect the 1st of January, l'.HH. Xow, then, the contention is that in the Full of the year l'.HU, when the new system of collecting taxes is installed, taxpayers will bo burden ed with a double payment of taxes. Under the old law the taxes for l!)o.l will In collected in V.M. One-half of these may lo paid in the Spring of the year V.M, and the other half in the Fall. As the 1.104 taxes must lie ! paid at least in part In-fore the 1st day of DceemlKT, Y.M-i, would seem that in tho Fall of that year one half of the l'.Mi:; taxes and one-half of the 1!H)4 taxes or the taxes of a full year must lie paid. This position is maintained by some of the leading ability of Albany. It is generally agreed that the new method, when once established, will be much more satisfactory thnn the old. Hut it is also agreed that the doubling-up year will be a hard one for taxpayers. It is argued that this new law has not Ix-cn widely enough advertised. The general public does not seem to Ih; apprised of the condition which it will have to face next year. The law should U; given greater publicity and the people warned that they should arrange to settle their YMi taxes as early as possible after the assessment rolls are made up. In this way taxpayers will be prepared to meet tlie 1!M)4 taxes, which come, In effect as an extra assessment in that year. liut, fortunately, the jump is made during an era of :i'!i eraly prosperity in the state.
