"It Is settled, therefore, that we may have anil we do have a law for reg ulation and control of primary elections. This gives the people o( Oregon a chance, (or the first time, ol making nomina tions. No clique, junta or party com mittee, pretending to the sanctity of party regularity, controlling the whole machinery of parly primaries and con ventions, and denylua all rights of con test or opposition, can, henceforward, have full sway. All the members of the party of each party will not have a chance. This is a great change and re form, even though the law may be itu perfe in some of Its details. The opinion of the Supreme court Is so important that The Oregon ian prints il entire. It is the emancipation of the people from party bosses. . It will be scarcely worth while, now, for any set of men to organise a "gang" and keep a 'machine." Primaries and conven tions may not be worked so smoothly hereafter; but no ticket made uj in the office of a political boss can be rushed throutch a primary and convention. That farce is over." The primary law applies only to the City of Portland, being applicable only to cities of lO.UDO or more inhabitants.
