THE WARNER CASES.
Assistant Attorney-General Vande
vender, of the Interior Department, on
the b'ith inst., beard arguments in the
case of Morrow against the Warner Val
ley Livestock Company. The case in
volves the title to from WKX) tc 10,000
acres of land in Warner Valley, Oregon,
which is claimed by the state, under the
swamp land act of HI10. The claim is
made on behalf of the slate that the
land in question was swamp land over
flowed at the time the act was passed,
and on behalf of the citizens who desire
to settle upon the lane's that they were
at one time the bottom of a lake, which
has receded, leaving dry surfaces. The

some indications of a disposition on the
part of the Philippine Comm.ssion to
uphold the riht of habeas corpus in
that case, the Department was obliged to
cable some instructions, both to the
Commission and to General Chaffc, the
result of which was a practical denial of
the writ.

recated the making of an issue of this
important point, (lending the decision
of the Supreme Court in the "Fourteen
Diamond Rings" case, involving a ques
tion as to whether the Constitution fol
