Roosevelt wi l emerge fn.mi the well
traveled course of other chief executives
by tking the great question of irriga
tion out of the list of sectional matters
and make it a national issue. He will
embody in his policy the reclamation of
the arid lands as a national duty to x
undertaken a much as the develop
ment of rivers aud haibora. The Presi
dent has some knowledge of the irriga
tion question a practical study being
part of his life while following the bus.

The Oregon senators and longressmen
seem to be at logger beads regarding ap
pointments to public positions in this
state, rnd have failed to hold a comer-en-e
up to date. This policy w ill not
assist tc any great extent iu the cotitiu
ation of the friendly and harmonious
action of the Congressional delegation,
and will not satisfy the public. Only
recently K-nator Mitchell prevailed upon
President Rooevelt to appoint one
Bilee to a position in the Oregon City
and office, and Senator Simon protested
because he was not consulted in the
ma'.ter. As a result that appoint mnt,
as well as other important ones, are
hung up. Meanwhile the armyof place
hunters continue to knock for recogni
tion. Kastern Oregon republicans should
settle their political quarrels, if they
have any, among themselves and not al
low democratic newspapers to speak for
them. If the republicans of that sec
tion of the state w ill agree upon any
good man and ask for his nomination for
anything on the ticket they will get
it. The trouble usually is that the
bunch grass lioys have a candidate
for every place and they let Portland
use them for a catspaw. They get
turned down as a result aud feel tore.
