CROKER AND TAMMANY.
By the election of Neth Low to tle
mnyorlty of .irenter New York, lii ImrU
Cruiser ai.d Tammany have met tlieir
downfall. Shepnrd is eaid tolMjagood
man but he was the candidate of the
most disgraceful omuirUoii in Atueri
tin H)liti"s. Few people renlice what
tin i in 11 re political body Tiimniniiy if.
Arthur (itMxlrii'li, in the. November
World's oik, take Tammany for his
nubjeet, and Hmotig other thing say:
Down on Ul Chatham f-o,uare is a
joint well known a- one of Tammany's
heelers. It is only one of hall doxen
groggeries on the little npiare, but it
does a large bupiiiean. It dot-a a steady
liusinefs, too, the ame patrons leaning
againet the bar eaeh day, unh-M! there in
a particularly large "graft" on that
keeps a few ay. For the gambler
and the tit ret t walkers of the district all
drink tlieir liquor there, and the pro- j
prielor is the reputed collector of public
money for he district, ll is only one
sample of the many ramifications of the
political power thai controls New York.
Tuts tuan cuu help the gait): of gamb
lers, for he if in the organization. They
must keep "right" with l.ini. The dis
trict leader can do much for him, and
lie keeps 'rii:ht" with the leader. The
Imcuii make or unmake the district
leader, and the leader keeps "right"
with the U'?s. The heeler has a num
ber of gambit rs, the Uader has a large
number of heelers, and the I was has
'M district leaders. And up each
otep, conix iinding and multiplying
tlii each f-eries, money goes. The
lieeJer "stands in" with his superiors,
and his inferiors fear him.
long s the heeler can "deliver the
modi" he holds his power, and in the
fame way can the gambler below and the
leader above him. With the dominat
ing power in Tammany Hall money
alone Lalks, except at election time,
when votes unlet be polled so that the
endless gold'ii chain may not be broken.
The ways in w hich ths steady tide of
coin flow ing into the treasury of the or
gruixation and into the pockets of the
IKiblic servants is kept constantly at
flood are enJiess. They may be tepar
ated ii t' divisions : the amount the
organization can make the criminals
and citizen pay them through fear,
and die i. mount the members can
in ike by the aid of their control of the
city, aud it, is probably exected tat
any "yuod things" of the latter sort will
ttrufit the finance committee as well as
the individual. And it is undoubtedly
true that Tammany Hall profits much
more it leeching of others than by
what it i clever enough to make dirtied-
iu '"j ihs" and associate activities.
Ttie police department, la-cause of its
lelututiiS with criminal-, furnishes the
iLKjrt striking illustraiioii oi the means
employed. The patrolman pays fUO to
jiet bis place. A weil-t j-do member of
the force remarked recently :
the best investment 1 ever
made."
Many a man starts penniless and
jiiows moderately wealthy in a few years
on a small salary. Chief Devi-ry is re
futed to be worth f 00,0i)0. The patrol
man is vxpwled to get ba ' k the money

THE PRESIDENT'S TRIP.
President Koevell will visit the Pa
cifie Coan-t next summer. He has a
mired Preaident Hen jam in Ide Wheeler
of the University ol California thai be
w ill a jrelv come, and w ill remain long
enough to study the question of irriga
tion of arid lands in the West. The
President is going to make the aubjevt
of iiriuation ,a great part of the Uov
ern mental scheme of National develop
ment. This is a proposition never tie
fore taken up personally by a presi
dent of the I'nlled States. President
Roosevelt wi l emerge fn.mi the well
traveled course of other chief executives
by tking the great question of irriga
tion out of the list of sectional matters
and make it a national issue. He will
embody in his policy the reclamation of
the arid lands as a national duty to x
undertaken a much as the develop
ment of rivers aud haibora. The Presi
dent has some knowledge of the irriga
tion question a practical study being
part of his life while following the bus.
tiess of a ranchman in the bad lands of
Wyoming. lotibtlesa President Roose
velt will find um.-h to attract Ida atten
tion in this regard on the PaciHc Coast,
and in no place can he tind more data to
work oil than in Oregon. A national
system of irrigation means much for the
em iie of Kastern Oregon. We shall
endeavor to attract President Kuce-'
velt to I.ake county when he makes his
tour of the (ireat Northwest. iVmht-
less lie would appreciate the ground
work for his national scheme to be
found here and likewise thank us for
the opportunity we offer to hi in in a
rough ride (?; from t tie railroad to the
Queen City of this inland empire. Who
knows?
The Oregon senators and longressmen
seem to be at logger beads regarding ap
pointments to public positions in this
state, rnd have failed to hold a comer-en-e
up to date. This policy w ill not
assist tc any great extent iu the cotitiu
ation of the friendly and harmonious
action of the Congressional delegation,
and will not satisfy the public. Only
recently K-nator Mitchell prevailed upon
President Rooevelt to appoint one
Bilee to a position in the Oregon City
and office, and Senator Simon protested
because he was not consulted in the
ma'.ter. As a result that appoint mnt,
as well as other important ones, are
hung up. Meanwhile the armyof place
hunters continue to knock for recogni
tion. Kastern Oregon republicans should
settle their political quarrels, if they
have any, among themselves and not al
low democratic newspapers to speak for
them. If the republicans of that sec
tion of the state w ill agree upon any
good man and ask for his nomination for
anything on the ticket they will get
it. The trouble usually is that the
bunch grass lioys have a candidate
for every place and they let Portland
use them for a catspaw. They get
turned down as a result aud feel tore.
Kastern Oregon is republican ami de
serves representation on the ticket
with a good office or two. Albany

The Preiident-Hooker Washington

popularity or independence since the

to make him sick niiice the big eat.
There will be no war between France
and Turkey. The Poite has decided to
grant the demands of France, and the
French squadron has left Mitylene.
In other words France has "caved Tur
key do'tn the bank."
President Roosevelt is said to advocate
irrigation of the arid lands of the West.
Secretaries Hitchcock and Wilson ate
both w ith him.
Prosperity makes the whole country
have that good old republican feeling.
Li Hung Chang, China's prominent
statesu an and Viceroy, is dead.
The French people w ill eat Turkey on
Thanksgiving day.
