The season of the vear la approaching when the annual teachers' institutes will bo held in the various counties of l he state, and in that connection it is worth while for teachers and school di re 'tor to mte the "inducements" pro vided hy the last Legislature to secure a full attendance of teachers at such meet ings. Heretofore teachers who refused to attend institutes were suhjivt to the (icnaltv of having their certificates re voked. Now they are subject to this same penalty ami school districts that employ such teachers will lose "t or more by doing so. The law governing this subject is subdivision three of sec tion two of the act of l'.HU, prescribing the duties of the County Superintend ent in the matter of distributing funds, it reads in part as follows: "He shall make an apportionment of the entire school fund in the county treasury on the first Monday in April and October of each year, and at such other times during the year as he may deem advisable. The county school fund, collected in pursuance of the srhool tax levied hv the Con nt v Court, shall he- apportioned in the follow mg manner: In October he shall apNrlion 'si to each district in his county that has reHrted to him as required by law. At the same time he shall ap(orlioii to each district in his county f't for each teacher employed by such district dur ing the twelve months immediately pie ceiling such apportionment who has at tended, for a period of at least IH hours, an annual county institute or state teachers' association held during the 12 months immediately preceding the time of making such aportionmcut. The County Superintendent shall take as evidence that such district 'ias em ployed a teacher or teachers who have attended an institution or association as above described a certilicate properly signed by the secretary of such institu tion or association, or a certified copy It is hereby made the dutv of such teachers to file with the clerk of such district a certilicate, or copy there of, as hereinbefore provided, and it shall lie the duty of said clerk to tile said cer tificate, or copy thereof, w ith the school I Superintendent of his county ; provided, j that the Countv Miperintcndcnt shall I not credit a district with a greater mini Ikt of such certificates than the whole numlerof rooms in njiciation iu such district at any one time during the year.
