Subtracting $5.4 million in re versions and balances, the bi ennial deficit was either $32.6 million or $38.4 million—de pending on just how extensive federal income tax reductions are when Congress finally de cides. Oegon lawmakers, in the special sesson, plugged the gap to take care of either con tingency. They reduced Gen eral Fund appropriations $11.9 million. If the cigaret tax is sustained on January 18 the state will earn an estimated $13.3 million on the sales of smokes. And by freezing the Oregon income tax at current levels, another $13 million will come from this source. This adds up to $38.2 million —close enough to take care of the possible $38.4 million de ficit—and leaving a balance of $6 million if the deficit really is only $32.2 million. The way things stand, law makers did the best they could with the tools they had to work with. The cigaret tax election on January 18 will be their solution’s first big test.
