OREGON SEED COUNCIL Bi’l Rose, Woodburn seed grower consults with Bruce Snyder, DEQ, prior to flights in Rose’s plane to observe smoke disperson from field burning. The ‘Sky watch’ flights are an important part of the smoke management program of the Oregon Seed Council. left on the fields has three important cultural effects. It destroys wind carried weed seeds and diseases, it provides a physiological shock to the plant to make it grow back stronger next season and it removes all straw from the field so chemical treatment is more effective for the next year’s crop. Seed growers working through the Oregon Seed Council have devised a smoke management program under which fields are burned under carefully controlled weather conditions. During the past year fields were burned during the last half of July, the months of August and September and a very few days in October. Dur ing this period field burning was prohibited for a total of 36 days. Burning was allowed during 33 days in the coun ties north of the south border of Marion County and for a total of 16 days in the south Counties of Linn, Lane and Benton. At the present time, seed growers are contributing 50 cents per acre plus another $50,000 through their seed growing commissions to help solve the problem. No other industry has been forced by legislation to contribute by law to find a solution to air or water pollution problems. Seed growers are anxious to find an alternative way to maintain their grass seed pro duction which has earned them the reputation of “Grass Seed Capital of the World." It is a good business for Oregon where the climate is ideally suited for the economical pro duction of high quality grass seed. Oregon needs this indus try, not only for the income it produces, but for the cover crop it offers the valley in par ticular where rains would erode the land if grass produc tion were to be terminated.
