When we give ourselves to being more loving, more thoughtful, more aware of the needs of others, we find more meaning in life. We then ex perience inner peace and satis faction. Gentleness, under standing and patience are the signs of emotional maturity, and the way of supreme spirit ual strength. Once again we have seen the vast amount of attention given to the President's budget message by the nation's press. Editorials and feature articles dissect it, but soon the 500-odd- page budget document will gather dust on the shelves of librar ies. Why? The complicated appropriation bills in Congress fragment the budget requests and make is almost impossible, even for experienced members of Congress, to have any idea of the impact of each bill on the overall fiscal state of the nation. The proposal to reform the appropriations process by i having Congress consider all appropriations in two bills (one dealing with defense and national security and the other with al] other federal requirements) makes real sense. Grouping the appropriation bills into two categories would help bring home to Congress and the public the need to es tablish priorities.
