WE NEED A NEW DOCTOR,! Subscribe to The The problem of providing health care has been com pounded by the hasty enactment and apparently uncontrol lable expansion of Medicare and Medicaid. These programs are beset by administrative and management problems result ing from legislation which was inadequately planned and an alyzed. Befoiv additional legislation should even be considered, these existing programs should be studied to see how they can be made more effective and their costs brought under control. The fedenti government should encourage alternative health-care financing plans and the removal of legal and other barriers to improved health care systems, rather than move toward a compulsory national system. Maximum encouragement should be given to the private health and insurance industries to develop Lneentive-oriented methods of health maintenance and care. Thisisa two-story filter.
