Ready figures beginning with the General Election of 1944 show the people generally go along with lawmakers on these Constitutional changes, at least two-thirds of the time they do. Initiative petitions don’t fare nearly as well at the polling place. Since "44 only 12 of 31 initiatives have been approved and the last successful petition achieved voter sanction back in 1958. Since 1944 only 12 acts have been referred by petition and five were repealed at the poll ing place. Statistics must be brought up to date periodically though, and after November 3 the odds may change. It’s been a full 10 years since Oregon has posted as many statewide measures as those appearing on this year’s ballot. And in “modem” times, only the Legislatures of 1957 and ’59 came near being as prolific as our 1969 law makers. The ’57 session refer red 12 Constitutional amend ments and the ’59 session tried to make 13 changes. The *69 Legislature placed six amendments on last May’s Primary ballot and eight on the November “bedsheet.”’ How come all the Constitu tional activity? Our lawmakers have been trying diligently for years to revise and modernize the document. A revised Constitution final ly got out of the ’69 session but died an inglorious death in the Primary. The other 13 amend ments (five In the Primary and eight in the General) were mostly embodied in the defeat ed revised version and could be considered “hedge bets” ap pearing before voters twice on a priority basis.
