In 1963 voter refusal of an income tax increase referral threaten«! a revenue deficit and legislators were called to solve the problem. Interesting- i ly enough, the feared deficit1 didn’t materialize and observ ers like to cite that event as a time when the infinite wis dom of the voters surpassed that of the Legislature. The one-man one-vote decision prompted a special session in 1965 and Oregon’s Congression al Districts were realligned. The special session in 1967 wrestl«! for 23 days to achieve property tax relief—and failed. Only twice, in 1898 and 1920, have Oregon governors flown in the face of tradition and called a special session in an election year. But whether there is one this year or not is politically moot. The Issues— save the now eas«i adoption problem, likely will be with us until all the votes are cast next fall. It would appear—on the sur face at least, that the fuss in voicing pros and cons of a special legislative session this year have ended. But despite the current lull, the issue is likely to emerge again as campaigns intensify Free Methodist Church prior to the primary and gen North .Mill City eral elections. Rev.
