His encounter with the law is not unusual, but it is worth recounting for several reasons, the most important of which is that in all likelihood he could have posted bail by mail if his citation had been issued by a state police officer or county sheriff, rather than by a city pilice officer. State police and sheriffs issue the citation, re leasing a driver on tus own recognizance, because it would tak«- too much time from high way patrol to go with the viola tor to the nearest magistrate, who may be miles away, to post bail. Most cities, however, require out-of-town residents to post the bail at the time of the citation.
