"There is great fear by leg islators," Montgomery pointed out, "that the people of Ore gon will initiate a petition to re fer the final tax program. The Governor has recommended, and I concur, that the Legisla ture should refer it themselves during the session. But this seems doubtful.” he added. “It appears the Democratic majority will not permit the people to vote their opinions on the subject of taxation," Mont gomery said. He emphasized that the people do have a responsibility to und erstand Oregon's revenue needs. Should the tax program be re pealed by referendum. Mont gomery said "There will be a need, as never before, for all of <xir people to shed themsel ves of their lethargy and com placency. and to recognize the impact of state services." As example, he cited the Basic School Support budget, which must support ' 15,000 addition al youngsters each school year at a time when both federal and property taxes are at a all-time high." He also men tioned higher education’s bud get needs, pointing out that "al most 50G of Oregon’s graduat ing high school seniors are en tering institutians of higher learning. This will mean an in crease of 5,500 college students in the next two years alone.” Minority leader Montgomery discussed Governor Hatfield's $405 million budget, which was submitted (by statute* last De ember 1. "The Governor has a good budget. But it is difficult to anticipate revenues and ex penditures as far as 32 months in advance,” Montgomery ex- plained. "This budget is de- signed primarily to meet the demonstrated needs of our times an objective with which no one can take exception. “It’s a system employed in Oregon for more than 100 years the results of which made our state the envy of other states for its fiscal security,” he said. "My viewpoint is that when the Democratic leadership gets through with their alleged slic es in the Governor’s program— and other 'adjustments’ they want to make—the final result wlil be an increase of from 1% to 2% over Governor Hatfield's recommended budget, and not a decrease," predicted Mont gomery.
