I was informed that at 4:30 p.m. she would let me know when I could see the records in question. 1 had brought my nephew along who is just a few months short of 21 years of age along to help do the checking for me. At about 4 o’clock Mr. Ramon Rob- i erts called me and informed me that i he hail called the district attorney and was advised that a minor had no right to look at the books and that the board could set the proper time and place to examine the books of the dis trict. I was informed that on next Tuesday night at the regular meeting of the board they would have the rec ords open for my examination. • • • I contend that Mrs. Ross is the full- time paid clerk and school secretary of the district in an office and that my request was not unreasonable dur-1 ing the hours of 9 a.m. to 5 p.m ■ There was no reason for the expense' of a phone call to the district attor- ! ney-—is that call charged to the school district? They know that the public is entitled to examine the school rec- | ords at any reasonable time—we are' wondering just why it is so difficult , to get to see those records. I have been your county commissioner for the past 10 years. The county road system has been under my direction and during this time we have oiled approximately 250 miles of new highway. The court has spread this program over all sections of the county and to the best of their ability made an even distribution. It cost your county some $10,000.00 to construct a mile of hard surfaced road. With a budget of approximately $64H,000.00 a year the road program is not petty, neither can it be extravagant. Owing to the additional work necessary in preparing for the construction of your new court house, I have not been able to make a personal contact campaign, for which I apologize. I hope the voters of Marion County will allow me this means of asking for their support for County Commissioner in the Coming election. But Congress must bear its Constitutional burden or again the President will be forced to either claim “inherent pow- er” or fail in his obligation to the people to protect their safety and security. Of course in all these cases most I commentators on the present situa- I tion overlook the basic proposition that there is always recourse to the courts if an administrative officer acts arbitrarily or unreasonably. If the industry is not an essential one or if the proposed action of the government is arbitrary or unreasonable then the courts can remedy the situation whether the executive has acted under an inherent power or under a direct grant of power by the legislative I branch. Labor and management alike must co-operate in obtaining from Congress a law that will protect the safety and security of the nation and fairly and equitably secure a continuance of the flow of essential war material to our fighting men in Korea.
